Job Description:
Experience & Expertise: Expert-level application-development professional capable of independently leading complex, mission-critical work across analysis, design,
development, integration, testing, troubleshooting, documentation, and release readiness.
Application Design & Modernization: Demonstrated competency in complex application design, advanced coding, modernization, and independent technical judgment.
System Integration & Data: Expertise in application integration, APIs, data processing workflows, and relational data solutions.
Testing & Quality Assurance: Advanced experience in testing, troubleshooting, root-cause analysis, defect correction, System Integration Testing (SIT) readiness, and End-to-End (E2E) testing readiness.
Lifecycle Stewardship: Demonstrated history of production support and stewardship for complex or mission-critical enterprise applications.
Technical Leadership: Proven capability in technical leadership, code/design reviews, and peer mentorship.
Security & Governance: Solid understanding of application security, governance, compliance, and risk considerations.
Primary Scope of Responsibilities
Analysis & Architecture: Analyze business, regulatory, and technical requirements; independently design maintainable and secure technical solutions adhering to agency architecture and security standards.
Software Development & Remediation: Design, modify, and refactor application logic, user interfaces, APIs, services, and reporting functionality to align with OneWA (Workday) requirements.
Data Processing & Integration: Handle CEDS data consumption, Workday-related data exchange, financial transaction processing (invoices, vouchers, accounting journals, A19s), ETL/ELT workflows, relational database query development, and reconciliation logic.
Testing & Issue Resolution: Conduct unit, integration, system, regression, security, and accessibility validation; perform root-cause analysis and resolve high-impact technical
issues or integration failures.
Documentation & Knowledge Transfer: Maintain technical documentation (solution designs, data mappings, interface specs, operational procedures) and provide ongoing knowledge transfer to agency staff.
