Overview:
The Replacement Medicaid Management Information System (MMIS) project is one of the
largest IT projects for the State of South Carolina. MES Core the centerpiece for the Agency’s
long-term strategy and multi-year effort to replace the State’s Medicaid Management
Information System (MMIS) and to modernize the enterprise with a modular architecture. MES
Core is a major undertaking for client and requires a transformation of development
methodologies, organization, culture, processes and technology.
The goal of the modernization program will be incremental and modular in nature with a focus
on configurable and scalable integrations, which allow for more flexibility and reduces time and
cost necessary to respond to federal and state enhancements.

Responsibilities:

This position will serve as a Product Owner for one or more components of the MES Core. The duties and responsibilities are typical for an agile Product Owner:
Describe the product in terms of capabilities
Slice capabilities into incremental deliverables (epics/features and stories)
Create and prioritize the product backlog
Document epics and stories with clear descriptions, including acceptance criteria
Collaborate with development teams to refine and size stories
Participate in team ceremonies and provide continuous product guidance to team members
Sign off on stories that have met acceptance criteria
Serve as liaison between the MES Core team and external stakeholders
Assist production support team with troubleshooting and resolution of incidents

Qualification:
REQUIRED SKILLS/EXPERIENCE:

5+ years working with state Medicaid systems
3+ years as a Project Manager or similar role
2+ years working with systems integration, data exchange, and/or data transformations
1+ year working on large IT projects
5+ years familiarity with X12 Electronic Data Interfaces (EDI) and Application Program Interfaces (API)

REQUIRED EDUCATION:

Bachelor’s degree in computer science or equivalent experience

REQUIRED CERTIFICATIONS:

Project Management certification (preferred).

Preferred Skills (RANK IN ORDER OF IMPORTANCE):

3+ years of Agile Product Owner skills.

ADDITIONAL SKILLS:

5+ years ability to effectively communicate, in both oral and written forms, with all levels of the Agency
