Position SummaryThe Senior IT Project Manager leads large-scale enterprise technology programs within secure, regulated, and compliance-driven environments. This role is responsible for end-to-end program delivery, governance, risk management, security alignment, and executive stakeholder engagement while ensuring compliance with organizational and regulatory requirements.
Key ResponsibilitiesProgram & Project Leadership- Lead large-scale enterprise technology programs consisting of multiple integrated projects and workstreams.
- Develop and manage program roadmaps, project plans, schedules, budgets, resource plans, and dependencies.
- Drive delivery of strategic technology initiatives while ensuring alignment with business objectives and organizational priorities.
- Establish and maintain program governance structures, steering committees, and executive reporting mechanisms.
- Manage project scope, timelines, budgets, risks, issues, and change requests throughout the project lifecycle.
- Provide leadership and direction to project managers, business analysts, technical leads, vendors, and cross-functional teams.
Governance, Risk & Compliance- Establish and enforce project governance frameworks, controls, and delivery standards.
- Ensure compliance with organizational policies, regulatory requirements, security mandates, and audit obligations.
- Maintain program-level RAID logs and drive proactive risk mitigation strategies.
- Facilitate executive governance reviews, stage-gate approvals, and compliance assessments.
- Develop and monitor KPIs, project health metrics, and control effectiveness measures.
- Support internal and external audits while ensuring proper documentation and control evidence is maintained.
Secure & Enclave Environment Management- Lead projects within Federal Enclave, secure networks, controlled environments, or highly regulated industries.
- Coordinate activities requiring adherence to security protocols, data protection requirements, and access controls.
- Ensure project teams follow established information security, cybersecurity, and compliance standards.
- Partner with security, infrastructure, and compliance teams to evaluate risks and implement remediation activities.
- Manage technology initiatives involving protected, confidential, or sensitive information.
Stakeholder & Executive Management- Serve as the primary liaison between business leadership, IT leadership, cybersecurity teams, and external partners.
- Deliver executive-level program status reporting, dashboard updates, and strategic recommendations.
- Facilitate decision-making and issue resolution among senior stakeholders.
- Build strong working relationships across business and technical organizations.
- Present program progress, risks, dependencies, and financial health to executive sponsors.
Financial & Vendor Management- Develop and manage program budgets, forecasts, and resource plans.
- Monitor financial performance and proactively address budget variances.
- Manage vendor relationships, statements of work, contract deliverables, and service performance.
- Ensure third-party partners comply with security, governance, and contractual requirements.
Required Qualifications- Bachelor's degree in Information Technology, Computer Science, Business Administration, Engineering, or related field.
- 10+ years of IT project and program management experience.
- 5+ years managing large-scale enterprise programs with budgets exceeding multiple million dollars.
- Demonstrated experience working within Federal Enclave, government, defense, utility, energy, healthcare, financial services, or other highly regulated environments.
- Strong understanding of project governance, risk management, controls, compliance, and audit practices.
- Experience leading cross-functional teams across infrastructure, applications, cybersecurity, and business functions.
- Proven ability to communicate effectively with executive leadership and technical teams.
- Experience utilizing project management methodologies including Waterfall, Agile, and Hybrid delivery models.
Preferred Qualifications- PMP (Project Management Professional) certification.
- PgMP (Program Management Professional) certification.
- PMI-ACP, PRINCE2, or equivalent certification.
- Experience supporting NIST, CMMC, FedRAMP, FISMA, ISO 27001, SOC, or similar compliance frameworks.
- Experience leading ERP, Cloud, Infrastructure Modernization, Cybersecurity, or Digital Transformation programs.
- Knowledge of ServiceNow, Azure DevOps, Jira, Microsoft Project, and Microsoft 365 ecosystem.
