Job Title: Contract Liaison and Procurement Strategist

Job Location: Spring House, PA

Job Type: Contract

Pay Range: $45.51hr - $50.51hr

Job Overview:

Contract Liaisons provide strategic guidance and partner with Discovery Sciences project owners to efficiently manage the end-to-end contracting agreement process while ensuring Healthcare Compliance requirements are met.

Full List of duties:

  • Enter purchase requisitions for the team.
  • Manage change orders and Purchase Requisition (PR) changes for all Discovery Sciences requests.
  • Manage invoicing mismatch process and advise leaders on needed approvals, changes, and invoicing issues.
  • Process, modify, and update Confidential Disclosure Agreement (CDA) and non-disclosure agreement (NDA) requests.
  • Enter all Scope of Work (SOWs) for project requests into e-Marketplace or e-MC.
  • Determine all category designations for project requests, which often requires procurement interface.
  • Serve as the project monitor for the project requestor.
  • Track requests on a regular basis and report on status to requestors.
  • Manage a project tracker spreadsheet for each request and document activities.
  • Follow-up and serve as project expediter when a request gets stalled in R2P, Sourcing, Supplier contracting, or legal internally, or with the supplier externally.
  • Notify process step owners of changes and project timing criticality.
  • Process new supplier requests in ARAVO, and work with the supplier to get relevant banking information entered into the system.
  • Assist new HCP supplier complete submissions for HCP number or National Provider Identifier Standard (NPI) number.
  • Manage and track the health care compliance component of all relevant contracts and POs, process Totality requests, and monitor the request through the approval process.
  • Provide procurement, contracting, and e-Marketplace training for the team.
  • Gather all information necessary from project leads, procurement, and suppliers to successfully process a contracting request.
  • Perform research on PO and Contract status for project owners, including information on payments and accruals required.
  • Manage grey zone process for requests that do not fit into traditional procurement categories.

Perform other Business Support Associate Duties:

  • Create the eMP Request and submit eMP Purchase Request.
  • Track and monitor progress of PR and PO Process.
  • Follow-up with Procurement or Business Requester as needed for PO and Invoice Reconciliations.
  • Resolve mismatch discrepancies.
  • Ensure payments are released and PO closure is completed.
  • Assist user base and finance teams with mismatch management and training.
  • Provide process improvement feedback to Procurement and help prioritize Continuous Improvement initiatives.
  • Process purchase requisitions and request purchase orders (expense and capital) with selected suppliers.
  • Receive purchase information from business partners and utilize the eMP purchasing system to submit and process PRs resulting in POs.
  • Troubleshoot systems compatibility issues and work directly with the business requester or Procurement on issues regarding commodity codes or supplier lists.
  • Modify and manage purchase orders for the user base, including checking order status, modifying quantities, and reassigning PO owners.

New Supplier Add Process:

  • Utilize ARAVO to create and update vendor information when requests are not submitted through eMP.
  • Work with the requestor to complete the supplier add form for the preliminary required information.
  • Enter the request to add a new supplier into the ARAVO database and provide instructions to the supplier contact.
  • Follow the process through the ARAVO database to ensure that the supplier addition goes through smoothly and in a timely manner.

Customer Service and Training:

  • Proactively communicate with and provide customer service to organization requesters.
  • Ensure training and proficiency on all applicable systems.
  • Provide detailed training for the user community on PR entry, Invoice and PO management, and other topics related to the procure-to-pay process.
  • Ensure compliance with all applicable Policies and Procedures.

Additional Marketing Strategy Responsibilities:

  • Prepare detailed plans supporting high-level plans.
  • Liaise with stakeholders to ensure they are clear on expectations and deliverables.
  • Maintain project documentation in compliance with internal SOPs and applicable regulatory standards.
  • Facilitate communication and information flow amongst team members and stakeholders.
  • Assist in the preparation of portfolio status reports and presentation materials for governance meetings.
  • Manage document versioning, SharePoint sites, or other collaborative tools.
  • Build and maintain strong collaborations within the organization and partnering functions such as Regulatory, Global Development, Medical Affairs, and Commercial.
  • Liaise with administrators regarding logistics and interact with members of the Clinical and Indication Teams.

Required Qualifications:

  • A Bachelor s degree is not required; work experience with the listed tasks is most important.
  • The candidate must have at least 2-5 years of prior experience performing all the listed job duties.
  • The candidate must be able to begin performing effectively immediately.
  • The candidate must always maintain a professional demeanor.
  • The candidate must have prior Purchase Order and Contract experience.
  • The candidate must have prior Contract Management experience.
