Spry Methods is seeking a IT Program Manager professional to serve as the primary contractor point of contact supporting senior information technology leadership. This position provides strategic and operational leadership for enterprise IT and cybersecurity initiatives, including strategy development, project planning, portfolio governance, enterprise architecture, cloud modernization, infrastructure operations, data strategy, and resource optimization. The Task Lead will oversee multidisciplinary technical teams, align enterprise initiatives with mission priorities, and provide senior leaders with clear, data-driven recommendations that support operational effectiveness. What Your Day-To-Day Looks Like (Position Responsibilities):- Serve as the primary contractor point of contact supporting senior IT leadership and directorate operations.
- Lead the execution of enterprise IT and cybersecurity initiatives.
- Develop, maintain, and align enterprise IT strategies, acquisition strategies, portfolio roadmaps, and modernization priorities with mission objectives.
- Oversee enterprise architecture, cloud computing strategy, and enterprise data strategy.
- Establish and maintain portfolio governance structures, processes, reporting, and communication mechanisms.
- Lead project planning, performance tracking, status reporting, stakeholder management, risk management, and benefits realization.
- Manage IT enterprise resources and program dependencies using data-driven analysis and cost-benefit assessments.
- Provide recommendations supporting build, buy, refactor, replatform, replace, and retire decisions.
- Lead and supervise teams supporting IT, cybersecurity, software engineering, and data and artificial intelligence activities.
- Oversee classified and unclassified networking and infrastructure operations.
- Provide leadership for LAN and WAN environments, wireless technologies, firewalls, routing and switching, IPv6, VPNs, cloud computing, virtualized servers, storage arrays, and related IT and data systems.
- Oversee unified communications and video teleconferencing capabilities across unclassified, Secret, and TS/SCI environments.
- Lead teams operating CI/CD pipelines using containerization, micro-segmentation, and Infrastructure as Code.
- Guide the migration of legacy systems into multi-cloud and hybrid-cloud environments.
- Oversee the development and implementation of data lakes and modern enterprise data strategies.
- Brief CIO and CISO leadership on planned, recommended, and directed actions supporting unity of effort and operational effectiveness.
What You Need to Succeed (Minimum Requirements):- TS/SCI clearance eligibility.
- Project Management Professional certification.
- Minimum of one year of experience within the last three years leading and supervising teams supporting IT, cybersecurity, software engineering, or data and AI workforce functions.
- Experience within the last five years briefing CIO and CISO leadership on agency-wide planned, recommended, and directed actions.
- Minimum of two years of experience within the last seven years overseeing personnel responsible for receiving, interpreting, planning, briefing, executing, and reporting on orders issued by USCYBERCOM leadership, the National Manager for National Security Systems, or another authorized command authority.
- Minimum of three years of experience within the last ten years leading teams in classified and unclassified Government or private-sector networking and infrastructure environments of similar scope and complexity.
- Minimum of three years of experience within the last ten years building, operating, securing, defending, or extending LAN and WAN environments, including wireless components, firewalls, routing and switching, IPv6, VPNs, cloud computing, virtualized servers, storage arrays, and related IT or data systems.
- Minimum of five years of experience within the last seven years designing, installing, maintaining, or administering unified communications and VTC systems in unclassified, Secret, and TS/SCI environments.
- Minimum of one year of experience within the last three years leading teams operating CI/CD pipelines using containerization, micro-segmentation, and Infrastructure as Code.
- Minimum of two years of experience within the last five years leading teams migrating legacy systems into multi-cloud or hybrid-cloud environments.
- Minimum of two years of experience within the last seven years leading teams developing data lakes or other components of modern data strategies.
Ideally, You Also Have (Preferred Qualifications):- Experience supporting enterprise IT or cybersecurity programs within DoW or the Intelligence Community.
- Experience advising CIO, CISO, or other executive-level technology leadership.
- Knowledge of DoW enterprise architecture, zero trust, cloud modernization, cybersecurity workforce, and software modernization initiatives.
- Experience with IT portfolio management, acquisition planning, technical debt remediation, and total cost of ownership analysis.
- Familiarity with DoWI 8140, the Risk Management Framework, ATO or cATO processes, NIST SP 800-53, DevSecOps, and enterprise data governance.
$200,000 - $210,000 a year
Final compensation will be based on experience, qualifications, certifications, clearance level, and contract requirements. This position is contingent upon contract award.
