Job Description

General Functions :
This position is responsible for technical assignments in partnership with engineers and requires considerable knowledge of engineering technology. Work is performed under the supervision of an Assistant Project Manager or Project Manager and is reviewed through results achieved.

This position's main function is to provide technical support to administrative staff, engineers, and operational personnel, both at division and department level. Highly technical expertise is required to analyze, create, and produce information requested by staff. Research, data analysis, plans preparation, and mapping form an important responsibility for this position. An ability to analyze data and an extensive knowledge of advance software programs such as GIS is needed to properly perform the functions of this position.

Representative Duties/Assignments :
Provide technical support to staff with data research, engineering calculations, sketches and GIS maps pertaining to the operations and maintenance of roadway and secondary drainage issues
Prepare sketches and materials for presentations using MS PowerPoint, ArcGIS, etc.
Maintain an electronic library of presentations, technical reports, manuals, drawings, files and digital photographs
Perform input, tracking and quality control of databases (Pavement Management System, Major Drainage Structures, others)
Scan and import documents into the Document Management system.
Conduct field inspections and prepare report on findings
Review Use Agreements, plats, as-builts, and easement documents to assist in determination of County's maintenance responsibility
Create, analyze and update data to create GIS maps to support the division's operations and paving program, and support staff engineers
Research and analyze various databases and provide output as requested
Update division manuals, reports, fact sheets, and brochures
Manage and coordinate document archives with County Property Accounting
Perform the archiving of maintenance documents.
Review Petitions to Vacate of right of ways or easements.
Review Annexation Petitions for possible effects to County Infrastructure
Participate in County's adopt-a-highway and bridge maintenance program tasks, as assigned
Participate in emergency operations, including preparation, response and recovery due to adverse weather events
Performs other related duties as required

Minimum Qualifications:

High school diploma or equivalent and six years of progressive experience researching, analyzing and interpreting data from multiple sources to maintain data sets, produce maps or figures using computer software, and support organizational goals. College level education with major course work in engineering, architecture, construction, business administration, or other related field may be substituted for the required experience on a year-for-year basis.

Preferences:

Excellent verbal and written communication skills
Excellent organizational skills
Ability to read and interpret construction plans, surveys, plats and aerial topo maps.
Knowledge and hands-on experience of AutoCAD, Microsoft Office (Word, Excel, and PowerPoint), ArcMap GIS or ArcPro, and Asset Management software.

Pay Grade: 016 - From $26.94 to $35.03
