Job Description
Seeking an experienced Business Analyst 4 to support the Information Technology Unit (ITU). This position will be responsible for business analysis, project planning, requirements gathering, system testing, deployment coordination, and end-user training.
Candidates must be able to interview and work onsite as required. Local candidates are strongly preferred.

Required Skills & Experience
- Strong negotiation, facilitation, and consensus-building skills
- Expertise in requirements gathering and documentation
- Excellent written and verbal communication skills
- Project management experience
- Extensive experience managing and collaborating on IT projects
- Working knowledge of SDLC methodologies (Waterfall, Agile, Iterative)
- Strong technical understanding of:
.NET, C#, Microsoft SQL Server, ETL, PowerApps, Business Objects, relational databases, CRM systems, network protocols, messaging, telecommunications
Preferred Skills
- Web application/GUI development knowledge
- Experience with reporting, data warehousing, batch processing, and web services
- Data analysis, profiling, mapping, and validation experience
Education
Bachelor’s degree in Information Technology or related field preferred (or equivalent experience/training).
Key Responsibilities

Project Management, Planning & Analysis>
- Assist in planning system changes and implementation of new systems
- Analyze VADOC policies and procedures to identify business/system needs
- Gather, analyze, and document business and technical requirements
- Evaluate impacts of system changes on DOC policies
- Manage stakeholder expectations and project communications
- Serve as liaison between DOC users, ITU teams, and vendors

- Perform system testing and report results on applications/enhancements
- Develop test strategies and schedules based on project timelines
- Identify defects through regression testing and recommend corrective actions
- Validate enhancements to ensure business requirements are met

- Coordinate system releases and program enhancements
- Manage release communication and conduct stakeholder release meetings
- Support contingency planning and implementation activities

- Identify and resolve cross-divisional issues with leadership teams
