The selected candidate will serve as a bridge between business stakeholders, data governance teams, and technical delivery teams to support data-driven decision-making, improve operational efficiency, strengthen data quality, and advance agency-wide data management practices.
This role combines business analysis, project coordination, data governance, metadata management, financial and operational tracking, and stakeholder engagement.
The analyst will support agency initiatives, including Public Health Infrastructure Grant related projects, by translating business requirements into actionable deliverables and maintaining accurate documentation, reporting, and governance processes.
Required Qualifications:
Bachelor s degree in business, Management, Information Technology, Computer Science, Public Health, Epidemiology, Statistics, Analytics, Programming, or a related field; equivalent experience may be considered where permitted.
Minimum 2 3 years of relevant experience in business analysis, business operations, data analytics, project management, or data governance.
Experience gathering and documenting business and technical requirements, use cases, workflows, and project documentation.
Experience coordinating cross-functional projects and managing multiple stakeholders, priorities, and deliverables.
Strong analytical, critical-thinking, problem-solving, and root-cause analysis skills.
Working knowledge of data quality, data management, data analysis lifecycle, and business process improvement.
Experience preparing reports, tracking KPIs, maintaining documentation, and communicating project status.
Foundational financial literacy, including understanding budgets, expenditures, cost drivers, and financial reports.
Strong written and verbal communication, organizational, time-management, and relationship-management skills.
Ability to work independently and collaboratively in a dynamic environment with changing priorities.
Proficiency in Microsoft Outlook, Word, Excel, and PowerPoint.
Preferred Qualifications:
Experience with Informatica Enterprise Data Catalog or similar Data Catalog and governance platforms.
Knowledge of data lineage tools, source-to-target mapping, metadata management, and data dictionaries.
Experience with Azure DevOps or similar project and work management tools.
Experience supporting federally funded, grant-funded, or externally funded programs with defined deliverables, reporting requirements, and compliance obligations.
Familiarity with public health, healthcare, rural health, health equity, or health systems initiatives.
Experience developing data governance policies, SOPs, data-sharing procedures, and data quality standards.
Experience facilitating workshops, training sessions, or data literacy programs.
Experience with financial tracking, purchase order auditing, operational scorecards, and performance reporting.
