Job Title: Software Developer Cybersecurity Engineer
Location: Austin, TX (Onsite)

Texas Health and Human Services Commission (HHSC) is seeking an experienced Software Developer to support the Chief Information Security Office (CISO) within the Cybersecurity Engineering team. The role focuses on secure application development, penetration testing enablement, SIEM integrations, and security automation to support Zero Trust and continuous monitoring initiatives.
Key ResponsibilitiesSecurity Engineering & Development

Design and develop secure APIs and microservices supporting penetration testing workflows

Build integrations between security tools and enterprise SIEM platforms

Develop and maintain data ingestion pipelines for Splunk and related tools

Automate testing, reporting, and evidence collection processes

Integrate security outputs into GRC platforms
Penetration Testing Support

Deploy, configure, and maintain Kali Linux environments

Manage penetration testing toolchains

Develop proof-of-concept scripts and automation utilities

Support red team and application security testing efforts
SIEM & Security Operations Integration

Develop connectors and APIs for SIEM integrations

Implement log parsing, normalization, and enrichment workflows

Automate alert correlation and reporting

Collaborate with security operations teams
Scripting & Automation

Develop automation using Python, Bash, and PowerShell

Implement and maintain CI/CD pipelines

Maintain version control repositories

Produce technical documentation and runbooks
Security & Compliance

Align solutions with DIR controls and NIST frameworks

Participate in architecture and risk reviews

Maintain operational and security documentation

Bachelor's degree or equivalent professional experience

Extensive experience in security automation and platform integrations

Strong hands-on experience with penetration testing and Kali Linux

Professional software development experience

Proficiency in one or more: Python, Java, JavaScript, or C#

Experience developing RESTful APIs

Linux system administration experience

Hands-on SIEM experience (Splunk, Sentinel, or equivalent)

Knowledge of secure coding practices

Experience building security automation platforms

SIEM data pipeline development

Containerization experience (Docker, VMware, or cloud labs)

Experience in regulated or government environments
