ICT Mondial LLC is seeking an experienced Technical IT Project Manager to support a large-scale government procurement system modernization initiative in Washington, DC. This role will provide critical technical oversight and coordination across multiple partner agencies as the client transitions from a legacy on-premises procurement management platform to a modern Oracle Cloud-based solution. The Technical IT Project Manager will be embedded within the client''s Project Management Office (PMO) and will serve as a key liaison between technical teams, agency stakeholders, and program leadership throughout the full project lifecycle.
Key Responsibilities
- Lead project planning and execution activities
- Oversee and coordinate all technical and functional activities related to data warehouse migration
- Translate technical strategy into actionable project plans
- Serve as a liaison across PMO leadership, technical workstreams, and partner agencies
- Facilitate cross-agency collaboration
- Ensure alignment between client, partner agencies, and technical teams
- Maintain comprehensive oversight of project scope, risks, actions, issues, and decisions
- Develop and maintain complex project schedules
- Organize and maintain all project documentation and artifacts
- Participate in PMO, Steering Committee, and technical architecture meetings
Required Qualifications
- Bachelor’s degree in Information Technology, Computer Science, or related field (20 years)
- Active PMP certification or equivalent
- 16+ years of IT project management experience
- Strong leadership and decision-making skills
- Proven track record of managing project documentation
- Exceptional written and verbal communication skills
- 10+ years of experience in Agile/Scrum methodologies
- 8+ years of experience with data warehouse environments
- 8+ years of experience with system architecture updates
- 6+ years of experience with cloud platforms
- 5+ years of experience with System Integration Testing and User Acceptance Testing
- 5+ years of proficiency in Microsoft Office Suite
- 2+ years of experience with data warehousing solutions
Preferred Qualifications
- 2+ years of experience with Oracle Cloud Fusion
- Prior experience supporting government IT modernization projects
- Familiarity with government procurement systems
Work Arrangement & Additional Details
- Location: Washington, DC (downtown)
- Schedule: Hybrid – 4 days onsite per week, 1 day remote
