The Position:
Client: Commonwealth of Pennsylvania – Pennsylvania Public School Employees’ Retirement System (PSERS)
Position Title: PSERS – IT Modernization Consultant AR1 (XXXXXX)
Location: Hybrid; Remote Off-Site and On-Site in Harrisburg, PA

Note: Candidates must currently reside within a reasonable commuting distance of Harrisburg, PA to be considered.

PSERS is seeking an experienced IT contractor to lead an evaluation of existing internally developed applications and recommend a forward-looking modernization strategy.  The portfolio under review includes a .NET-based web application and several .NET executables that support core business functions.  The contractor will assess the current state, gather and document requirements, evaluate platform and architectural options, and propose a path forward.
Key Responsibilities:
- Conduct a comprehensive technical assessment of existing .NET web applications and executables, including architecture, code quality, dependencies, security posture, maintainability, and technical debt.
- Engage business and IT stakeholders to gather and validate functional and non-functional requirements.
- Document current-state architecture, risks, gaps, and modernization opportunities.
- Evaluate and recommend modernization approaches, including .NET upgrade paths, cloud-native rearchitected, low-code/SaaS solutions, hybrid approaches, and the use of existing enterprise platforms and tools such as Toad Intelligence Central, Tableau, Power BI, .NET, V3locity, and Microsoft Power Platform.
- Develop and present a recommended path forward, including high-level roadmaps, and effort estimates.
- Present findings, recommendations, and strategic options to IT leadership.
- Position will work closely with Security Team, Application Developers, Business Architecture Team, IT Operations Support Staff, Cloud and Infrastructure Team, IT Leadership Team, and input from program area stakeholders.

The Skills and Experience:
- 8+ Years: Professional experience in software development and application architecture
- Deep hands-on expertise with .NET (Framework and .NET Core/.NET 6+), C# and VB.NET
- Demonstrated experience assessing and modernizing legacy applications
- Strong background in requirements gathering and stakeholder facilitation
- Experience producing executive-level technical assessments and roadmaps
- Familiarity with cloud platforms (Azure preferred), DevOps practices, and modern web architecture

Desired Characteristics:
- Change-oriented with the ability to assess current systems, identify improvement opportunities, and recommend modernization strategies
- Strong analytical and problem-solving skills with experience evaluating legacy technologies, security findings, and technical debt
- Demonstrated experience recommending and implementing solutions such as application rewrites, modernization efforts, cloud services, or enterprise BI/reporting tools
- Strong understanding of current and emerging technologies, cybersecurity best practices, and modern enterprise architecture approaches
- Results-driven with the ability to independently deliver clear recommendations, technical documentation, and project deliverables within established timelines
