OTI's Applications Division is seeking a Training Manager who will be responsible for independently designing and delivering training for Citywide applications and platforms, while also supporting the Division's Business Operations unit. The ideal candidate is a self-directed instructional design professional who can work closely with subject-matter experts to develop effective training, while also learning and supporting City administrative processes in a fast-paced, highly regulated environment.
Responsibilities will include:
- Design, develop, and deliver training programs for Citywide applications and platforms built and supported by the Applications Division.
- Lead training efforts for the City's content management systems (CMS), including TeamSite and the transition to Adobe, for both technical and non-technical users.
- Develop and maintain high-quality training materials, including instructor-led sessions, virtual training, e-learning content, job aids, and reference documentation.
- Own and manage the Applications Division's internal wiki, ensuring documentation is accurate, current, well-organized, and aligned with development and support practices.
- Work independently with product owners, developers, and other SMEs to translate complex technical systems into clear, accessible training.
- Evaluate training effectiveness and continuously improve content based on feedback, usage data, and evolving system functionality.
- Support the Applications Division's Business Operations unit, including HR coordination, onboarding/offboarding, procurement tracking, and vendor management activities.
- Assist with operational processes such as contract management, purchase requests, and coordination with central agency partners.
- Serve as backup to the Business Operations Manager, ensuring continuity of operations and adherence to City policies and procedures.
- Handle special projects and initiatives as assigned.
HOURS/SHIFT
Day - Due to the necessary duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or nights/evenings.

Minimum Qualifications
1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in the field of voice and/or data telecommunications or in a pertinent scientific, technical, electronic or related area, and four years of satisfactory fulltime experience in the performance of analytical, planning, operational, technical, or administrative duties in a voice and/or data telecommunications or closely related electronics planning, management, and/or service organization, one year of which must have been in a highly specialized capacity and 18 months must have been in an executive, managerial, or administrative capacity or in the supervision of staff performing work in the voice and/or data telecommunications field; or
2. An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in "1" above; or
3. Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in "1" above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.
Preferred Skills
The successful candidate should possess the following: - Foundational, hands-on experience in instructional design, including needs assessment, curriculum development, and adult learning principles. - Demonstrated ability to operate independently and manage end-to-end training initiatives with minimal oversight. - Experience delivering training for enterprise or custom software applications, platforms, or digital services. - Familiarity with content management systems (CMS), learning platforms, or web-based publishing tools experience with TeamSite, Adobe CMS, or similar systems is a plus. - Strong technical writing and documentation skills, with experience maintaining wikis or knowledge bases. - Ability to quickly learn and navigate HR, procurement, and vendor management processes in a public-sector environment. - Strong organizational and project management skills, with attention to detail and follow-through. - Excellent communication and interpersonal skills, with the ability to collaborate across technical, operational, and administrative teams. - Experience working in government or large, complex organizations is preferred.
