Summary

GovCIO is seeking a Mid-Level Geospatial Engineer to support a critical government computer system for the U.S. Coast Guard (USCG) Data & AI Integration Team. This role supports senior geospatial staff and the Government Product Owner Lead by assisting with the development, maintenance, and evaluation of enterprise geospatial systems and data. The incumbent performs technical tasks related to geospatial data management, system integration, platform operations, and geospatial standards implementation. Work is performed under the guidance of senior engineers and in coordination with contractors and cross - functional teams. This position will be located in Kearneysville, WV, and will be a hybrid position.

Responsibilities

As a Mid-Level Geospatial Engineer, you will serve as a core technical resource for deploying centralized, secure, and reusable geospatial data services. You will support infrastructure optimization, cross-functional platform migrations, and governance frameworks. Key responsibilities include:
  • Assists senior geospatial personnel in reviewing and validating vendor/contractor-developed geospatial deliverables such as web maps, spatial analyses, and geoprocessing tools.
  • Supports efforts to translate mission requirements into basic technical specifications for GIS solutions and applications.
  • Provides technical assistance to the program office, cybersecurity teams, and contractors in resolving routine issues related to geospatial software deployment.
  • Contributes to tasks associated with integrating geospatial applications and services into modern DevSecOps environments.
  • Helps develop and maintain migration documentation, onboarding checklists, and procedures under the guidance of senior engineers.
  • Works with platform engineering teams to support the creation and maintenance of SOPs for deploying geospatial software.
  • Assists in maintaining metadata standards, schema baselines, and data quality guidelines for geospatial datasets.
  • Participates in the assessment of contractor-managed GIS environments to ensure compliance with performance and security requirements.
  • Supports routine monitoring, reporting, and documentation activities related to geospatial systems, data pipelines, and platform bottlenecks.
  • Contributes to reviews of proposed geospatial system architectures to determine alignment with established standards and requirements.
  • Assists in preparing documentation and SOPs for handling Controlled Unclassified Information (CUI) within geospatial data.
  • Helps ensure that integrations with enterprise systems follow established architectural guardrails and DISA STIGs.

Qualifications

High School with 6 - 9 years (or commensurate experience)

Required Skills & Experience
  • DoD 8570 IAT DoD 8570 IAT Level II certification (Security+ CE, CySA+, CCNA-Security, GICSP, GSEC, CND, or SSCP).
  • Basic proficiency in Python programming.
  • Foundational experience with PostgreSQL or other relational databases.
  • Familiarity with ArcGIS Data Store or comparable GIS data management tools.
  • Comprehensive operational understanding of system lifecycle management, infrastructure engineering, and configuration management baselines.
  • Proficiency tracking engineering tasks and system configuration dependencies using enterprise tools (such as Jira, Azure DevOps, or ServiceNow).
  • Contractors will be required to complete the USCG Privileged User Management Program Process (PUMP) to obtain a Role Based Access Control (RBAC) account; may necessitate both a .14 token and a .1c token.

Clearance Required: Public Trust

Preferred Skills & Experience
  • Exposure to Esri products such as ArcGIS Pro, ArcGIS Enterprise, or ArcGIS Online.
  • Basic understanding of the ArcGIS REST API.
  • Experience supporting U.S. Coast Guard, Department of Homeland Security (DHS), or federal maritime data initiatives.
  • Familiarity with USCG Force Design 2028 goals, PEO C5I environments, or shared data governance systems.
  • Understanding of containerization concepts (Docker, Kubernetes) and managing containerized workloads or analytical environments.
  • Familiarity with infrastructure as code (IaC) or automation scripting (such as Bash or PowerShell) to manage data system infrastructure.
  • Physical access to Coast Guard facilities is not required; all work can be done remotely.

Posted Salary Range

USD $95,000.00 - USD $120,000.00 /Yr.
