The Proposal Manager will bring a proven track record of successfully leading proposal teams to develop and submit compliant, compelling, and winning proposals that enable Infotrend to support critical missions across the Federal Government. This role is responsible for leading the full proposal lifecycle, including pre-RFP preparation, capture support, solutioning, proposal development, color team reviews, and final submission.
Working closely with Business Development, Capture, Operations, Pricing, Contracts, and executive leadership, the Proposal Manager will drive proposal strategy, manage proposal processes, and ensure the successful execution of proposal efforts across the organization. The Proposal Manager will also lead and mentor proposal support personnel while fostering collaboration among technical, management, pricing, recruiting, and delivery teams.
In addition, the Proposal Manager will play a key role in price-to-win (PTW) and pricing strategy activities, partnering with Contracts, Pricing, Finance, and Operations to develop competitive, compliant, and strategically aligned cost approaches that support overall win strategies.
This is a player-coach role requiring a hands-on proposal professional who can provide leadership, guidance, and direct proposal contributions while driving innovative and differentiated solutions. The ideal candidate will possess experience leading technical writing teams, coordinating proposal development activities, managing integrated review cycles, and administering proposal collaboration environments using SharePoint, Microsoft Teams, and related technologies.
The Proposal Manager will oversee the development of proposal architecture, anchor graphics, concepts of operations (CONOPS), technical approaches, management approaches, staffing strategies, transition plans, and supporting narratives aligned with customer mission objectives and solicitation requirements. The successful candidate will have experience serving as a volume lead or book boss for technical, management, and past performance volumes while mentoring developing writers, proposal coordinators, and subject matter experts.
The ideal candidate will bring a working understanding of Infotrend''s core service areas, including eDiscovery, Litigation Management, Digital Modernization, Data Analytics, and Cybersecurity. This role is critical to the company''s ability to successfully respond to Federal RFPs, RFIs, Sources Sought notices, white papers, unsolicited proposals, and other growth opportunities while supporting the organization''s strategic expansion goals. The role is fully remote but we are looking for people who live within the DMV area (Washington, DC, Maryland, and Virginia).
Responsibilities:
- Lead and manage all phases of the proposal lifecycle, from opportunity assessment and kickoff through submission and post-submission activities.
- Drive the proposal process to meet milestones in accordance with Infotrend processes, proposal schedules, and industry best practices.
- Set proposal schedules, lead proposal teams, guide content development, and ensure delivery of compliant, compelling, and winning proposals.
- Review solicitation requirements and develop overall proposal response strategy, architecture, compliance matrices, and proposal outlines.
- Engage with Business Development, Capture, Operations, and Subject Matter Experts to develop winning strategies, compelling messaging, and differentiated solutions.
- Lead price-to-win (PTW) analysis for assigned pursuits, including competitor assessment, price positioning, target-cost development, and win strategy recommendations.
- Facilitate PTW, pricing strategy, and gate/color review sessions, balancing competitiveness, profitability, and risk to maximize probability of win (Pwin).
- Partner with Contracts, Pricing, and Finance to develop cost/price volumes, basis of estimate (BOE), staffing strategies, and cost narratives aligned with the technical and management approach.
- Integrate PTW findings into solutioning, staffing, management approaches, and proposal strategy to ensure consistency across technical, management, and cost volumes.
- Lead technical and management proposal volumes and work with SMEs to develop compelling, graphics-driven content and differentiated solution narratives.
- Lead architecture and requirements-driven development of technical solutions, management approaches, staffing plans, transition strategies, risk management approaches, and associated proposal content.
- Oversee proposal solutioning efforts, including anchor graphics, proposal architecture, and Shipley-inspired color review processes to produce innovative and compliant solutions.
- Conduct iterative working sessions with SMEs and delivery teams to align methodologies, frameworks, proof points, and service delivery approaches with solicitation requirements.
- Lead development of management methodologies addressing cost, schedule, performance, quality assurance, knowledge management, transition, and risk mitigation.
- Lead color team reviews and executive reviews to strengthen proposal content, compliance, responsiveness, and overall competitiveness.
- Present proposal progress, solution approaches, staffing strategies, transition plans, qualification matrices, and corporate experience summaries to senior leadership.
- Ensure proposal submissions are fully compliant with solicitation instructions while showcasing compelling technical solutions, innovative management approaches, and relevant past performance.
- Take ownership of proposal management processes, tools, templates, and continuous improvement initiatives.
- Participate in the development of white papers, RFIs, Sources Sought responses, oral presentations, demonstrations, presentations, and other growth-related activities.
- Provide analysis of RFP amendments, modifications, and solicitation changes, along with recommendations regarding pursuit strategy and bid decisions.
- Travel as required to customer sites, partner locations, conferences, and other company business activities.
Qualifications and Requirements:
- Minimum of 7 years of experience managing all phases and components of federal IT and/or management consulting proposals within small to midsize organizations.
- Comprehensive knowledge and understanding of federal procurement processes and guidelines, including FAR, GSA MAS, GWACs, BPAs, and IDIQs.
- Experience analyzing RFP requirements, specifically Sections C, L, and M, and developing logical, compliant proposal structures.
- Ability to lead technical and management volumes, mentor and guide supporting authors, and develop CONOPS, technical and management approaches, solution features and benefits, schedules, performance, quality, transition, and risk management approaches.
- Experience developing or leading price-to-win (PTW) analyses and competitive pricing strategies for federal proposals.
- Working knowledge of cost/price volume development, basis of estimate (BOE), pricing models, and cost realism, with the ability to align pricing with technical and management strategies.
- Knowledge of federal procurement processes, standard solicitation instructions, and proposal development methodologies.
- Must be willing to roll up your sleeves and engage with practice areas, delivery teams, and customers to elicit information necessary to develop compelling technical and management solution content.

- Professional training or certification in proposal development preferred (APMP, Shipley, etc.)
The salary for this position ranges from 90,000 to $120,000 annually. The exact salary offered will depend on your qualifications, experience, and alignment with the responsibilities of the role.
