Business Analyst Consultant
Location: Sacramento, CA (Onsite/Hybrid Potential)

Position Overview
We are seeking an experienced Business Analyst to support a large-scale digital transformation initiative focused on modernizing business processes, workflow management, public-facing services, and enterprise operations. This role will serve as a key liaison between business stakeholders, technical teams, and project leadership to ensure business needs are accurately captured, documented, and translated into actionable solutions.
The ideal candidate is a highly collaborative professional with experience leading requirements gathering efforts, facilitating stakeholder workshops, documenting business processes, and supporting complex technology modernization programs.

Key Responsibilities

• Facilitate requirements gathering sessions with business and technical stakeholders.
• Document business, functional, and operational requirements.
• Analyze current-state business processes and develop future-state workflows.
• Create user stories, acceptance criteria, process maps, and business requirements documentation.
• Conduct gap analyses and identify opportunities for process improvement.
• Collaborate with project managers, product owners, and development teams to ensure requirements are clearly understood.
• Support testing activities, implementation planning, release readiness, and operational transition efforts.
• Assist with stakeholder communications, meeting facilitation, and project documentation.
• Maintain requirements traceability and support change management activities.

Required Qualifications

• Bachelor's degree or equivalent combination of education and experience.
• 5+ years of business analysis experience supporting enterprise technology projects.
• 3+ years of experience performing business systems analysis and solution design activities.
• Strong experience with:

o Requirements gathering and documentation
o Business process analysis
o Workflow modeling
o Gap analysis
o User story development
o Acceptance criteria creation
o Operational documentation

• Experience supporting large-scale digital transformation, modernization, or enterprise technology initiatives.
• Excellent written and verbal communication skills.
• Strong stakeholder management and facilitation capabilities.

Preferred Qualifications

• Experience supporting government or public sector initiatives.
• Experience with Agile methodologies and product delivery frameworks.
• Familiarity with digital services, workflow automation, and modernization programs.
• Experience working across multiple stakeholder groups and organizational functions.
