JOB DESCRIPTION
Senior Test Manager - MMIS / Medicaid Enterprise Systems


Position Summary


We are seeking an experienced Senior Test Manager with deep expertise in Medicaid Management Information Systems (MMIS) and modern Medicaid Enterprise Systems (MES) to lead enterprise-wide testing initiatives for large-scale healthcare technology programs. This individual will be responsible for developing and executing comprehensive testing strategies across complex Medicaid platforms, ensuring quality delivery, regulatory compliance, and operational readiness.

The ideal candidate will possess strong leadership skills, hands-on knowledge of Medicaid operations and system integrations, and extensive experience managing testing activities across multi-vendor environments within state government healthcare programs.

Key Responsibilities

  • Lead all phases of system testing for MMIS/MES modernization and enhancement initiatives, including:
    • Test strategy and planning
    • Test case development and execution
    • Defect management
    • Integration testing
    • User Acceptance Testing (UAT)
    • End-to-end testing
    • Regression testing
    • Performance and operational readiness testing
  • Manage and coordinate testing activities across multiple vendors, state agencies, business units, and technical teams.
  • Develop enterprise test plans, testing schedules, metrics, dashboards, and status reporting for executive leadership and program stakeholders.
  • Ensure compliance with CMS Medicaid Enterprise certification requirements and state/federal healthcare regulations.
  • Collaborate with business analysts, PMOs, developers, operations teams, and external stakeholders to validate business requirements and ensure solution quality.
  • Oversee test environment management, test data preparation, and release validation activities.
  • Establish and maintain defect triage processes, issue escalation procedures, and quality governance standards.
  • Support Medicaid system implementations involving:
    • Claims processing
    • Provider management
    • Eligibility and enrollment
    • Care management
    • Pharmacy/PBM integration
    • Encounter processing
    • Financial management
    • Data warehousing and reporting
    • Interoperability and federal hub integrations
  • Drive continuous improvement of QA methodologies, automation strategies, and testing best practices.
  • Mentor QA leads, analysts, and testing teams in both Agile and hybrid SDLC environments.

Required Qualifications

  • Bachelor's degree in Information Technology, Healthcare Administration, Computer Science, or related field.
  • 10+ years of IT quality assurance and testing experience, including:
    • 5+ years managing large healthcare or government testing programs
    • Significant experience with MMIS and/or Medicaid Enterprise Systems
  • Strong knowledge of Medicaid business processes, CMS guidelines, and state healthcare operations.
  • Proven experience leading testing efforts for large-scale system implementations or modernization programs exceeding $10M+.
  • Experience managing complex system integrations and multi-vendor testing coordination.
  • Strong understanding of:
    • SDLC methodologies
    • Agile/Scrum frameworks
    • Test management tools
    • Defect tracking systems
  • Experience with test automation strategies and QA governance frameworks.
  • Excellent communication, stakeholder management, and executive presentation skills.

Preferred Qualifications

  • Prior experience supporting state Medicaid agencies or Medicaid fiscal agents.
  • Experience with CMS certification testing and MES modular architectures.
  • Familiarity with healthcare interoperability standards including:
    • HIPAA X12
    • FHIR
    • HL7
  • Experience with cloud-based Medicaid platforms and enterprise data integrations.
  • Certifications such as:
    • PMP
    • CSM
    • ISTQB
    • Certified Scrum Master
    • Lean Six Sigma

Technical Environment


Experience with one or more of the following is preferred:
  • Jira
