Role: Senior Business Analyst

Job Description
As a Business Analyst, you will support the design and implementation of AI, machine learning, and data analytics solutions that advance the federal Agency Sentinel model — protecting more consumers, faster, from more hazards by using analytics to shorten time to intervention. You will serve as a liaison between mission stakeholders and technical delivery teams, translating operational needs into clear requirements for solutions built using Microsoft Azure, Microsoft Fabric, Azure Machine Learning, Azure Synapse Analytics, Power BI, and related technologies.
You will analyze mission processes, identify opportunities for automation and predictive analytics, support solution design and validation, and help ensure that AI/ML capabilities are usable, compliant, measurable, and aligned with Federal Agency operational goals.
Key Responsibilities
Requirements Gathering & Analysis
- Collaborate with stakeholders and subject matter experts to identify operational challenges, data needs, and opportunities for AI/ML, automation, and advanced analytics.
- Facilitate requirements and process-mapping sessions, document functional and non-functional requirements, business rules, workflows, user stories, acceptance criteria, and traceability.
Azure Data & AI Solution Support
- Translate mission needs into actionable requirements for solutions built using Microsoft Azure, Microsoft Fabric, Azure Machine Learning, Azure Synapse Analytics, Power BI, and related services.
- Partner with data scientists, data engineers, architects, and developers to define data workflows, analytical products, AI/ML use cases, success measures, and validation requirements.
Process Transformation
- Analyze current-state processes and develop future-state workflows using business process modeling (BPMN) and other process-modeling techniques to identify opportunities for AI-enabled optimization.
- Recommend improvements such as predictive risk assessments, automated incident classification, anomaly detection, workflow prioritization, and decision-support capabilities.
Testing & Validation
- Develop acceptance criteria, test scenarios, UAT plans, and validation checklists for dashboards, data products, predictive models, and automated solutions.
- Facilitate UAT, document results and defects, validate analytical outputs against business requirements, and coordinate refinements with technical teams.
Change Management & Adoption
- Assess how new AI/ML and analytics capabilities will affect user roles, responsibilities, policies, procedures, controls, and mission workflows.
- Support stakeholder engagement, communications, training, and adoption activities to help users effectively interpret and apply analytical outputs.
Agile Collaboration & Mission Impact
- Work within Agile teams to support iterative planning, requirements refinement, testing, stakeholder feedback, and continuous improvement.
- Translate complex technical concepts into clear, business-friendly presentations, process diagrams, decision briefs, and recommendations aligned with the client’s time-to-intervention goals.
Required Qualifications
- Experience: 5+ years of experience performing business analysis in support of technology, analytics, automation, process improvement, or digital transformation initiatives.
- Business Process Modeling: 5+ years of hands-on experience developing current-state and future-state process models using BPMN or similar process-modeling standards.
- Process Analysis: Experience conducting gap analyses, workflow assessments, impact analyses, and process-optimization activities.
- Data & Analytics: Understanding of data analytics, predictive analytics, data-quality requirements, reporting solutions, and business validation of analytical outputs.
- Testing: Experience developing acceptance criteria, facilitating user acceptance testing, documenting defects, and validating delivered solutions against business requirements.
- Communication: Strong written, verbal, facilitation, presentation, and data-storytelling skills, with the ability to translate technical concepts for non-technical stakeholders.
- Microsoft Tools: Proficiency with Microsoft Teams, PowerPoint, Visio, SharePoint, Excel, and related collaboration and productivity tools.
- Education: Bachelor’s degree or equivalent professional experience in Business, Finance, Economics, Information Systems, Data Analytics, or a related field.
Preferred Qualifications
- Experience supporting AI/ML, advanced analytics, data modernization, or cloud-transformation initiatives within a Microsoft Azure environment.
- Working knowledge of Azure DevOps, Azure Boards, or related Microsoft cloud and data-governance tools.
- Experience preparing business cases, impact assessments, feasibility analyses, and recommendations for emerging technology adoption.
- Experience supporting federal government programs, regulatory agencies, public-sector organizations, or other highly regulated environments.
- Relevant certifications in business analysis, Agile delivery, Microsoft Azure, data analytics, or process improvement.

- Demonstrated eagerness to learn emerging AI, data, and cloud technologies while actively sharing knowledge with the team.
- Must be able to pass a Federal Agency background check and obtain a government-issued ID badge prior to starting work.
- Public-sector consulting experience is a plus.
