This is a grant-funded position.

Position Overview:
The Data Architect is responsible for designing and building Harris County Public Health data systems. They will provide expert guidance in identifying internal and external data sources, and collaborating with department heads to determine their data storage and organizational needs.
Duties and Responsibilities:
  • Design data warehouses, data lakes, and data pipelines for cloud and on-prem environments
  • Creates data transformation processes (ETL, SQL stored procedures, etc.) to support complex business systems and operational data flows.
  • Provide input in optimizing application configuration to achieve departmental analytical goals.
  • Communicate project status, risks, milestones, and assigned roles and responsibilities to cross-departmental stakeholders and executive leadership.
  • Provide data governance oversight by creating policies for data quality, security, and privacy compliance.
  • Other duties as assigned include special tasks involved in responding to an emergency event.

Requirements
Education:
  • Bachelor's degree in computer science, information systems or a related field.

Experience:
  • 8 (eight) years of experience in database administration.
  • 5 (five) years of experience with Stored Procedures, advanced query functions like Common Table Expressions, Pivots, etc. and other advanced RDBMS tasks
  • 5 (five) years of experience with SSIS.
  • 3 (three) years of experience practicing agile principles.
  • 3 (three) years of working with HIPAA protected data.

Knowledge, Skills and Abilities:
  • Strong SQL skills and database architecture.
  • In-depth understanding of IT security and how to handle health protected data.
  • Demonstrate strong problem-solving skills to analyze issues, identify root causes, and develop effective solutions to overcome challenges that may arise during the project.
  • Be skilled in managing time efficiently, setting priorities, and meeting project deadlines.
  • Foster a collaborative and inclusive work environment, encouraging teamwork and knowledge sharing among project team members.
