Job Overview

The State of Texas Health and Human Services Commission (HHSC) is seeking a highly experienced Agile Coach Specialist to support Agile transformation initiatives within the Medicaid CHIP Services portfolio. This role focuses on implementing and scaling Agile practices, particularly using the Scaled Agile Framework (SAFe), across enterprise-level teams.

The selected candidate will drive Agile maturity, deliver training programs, and support modernization efforts across application development and IT contract oversight teams.


Key Responsibilities

  • Lead Agile transformation initiatives using SAFe framework
  • Design and deliver Agile training programs for Medicaid CHIP IT teams
  • Coach leadership, Scrum Masters, and delivery teams on Agile best practices
  • Develop and implement Agile processes for large-scale enterprise environments
  • Facilitate Scrum, Kanban, and SAFe ceremonies
  • Support modernization efforts related to application development and maintenance
  • Establish consistent Agile practices across multiple teams and portfolios
  • Monitor and measure Agile adoption and team performance
  • Collaborate with stakeholders to ensure alignment with organizational goals

Mandatory Requirements

  • 15+ years of total IT experience
  • 12+ years as an Agile Coach
  • Proven experience in large enterprise Agile transformations
  • Medicaid experience is mandatory
  • Strong hands-on experience with:
    • Scrum
    • Kanban
    • SAFe Framework
  • Prior experience as a Scrum Master
  • Strong leadership, communication, and interpersonal skills
  • Ability to make quick, effective decisions and manage multiple priorities

Certifications (Must Have)

  • SAFe Practice Consultant (SPC) or equivalent

Preferred Certifications

  • PMI-ACP (Agile Certified Practitioner)
  • SAFe Agilist / Leading SAFe
  • SAFe Release Train Engineer (RTE)
  • Scrum Master Certification (CSM/PSM)
  • DevOps or Product Management certifications
