Summary

Job Description

ECS is seeking a Cloud Cost Manager to work in a hybrid remote/onsite capacity, with minimum of 2-3 business days onsite at our Fairfax, VA ECS office and/or our Springfield, VA customer site.

ECS is seeking a Cloud Cost Manager to work in Fairfax, VA and various government locations supporting the development and integration of Artificial Intelligence (AI) and Cloud Solutions for a DoD customer.

We now have an exciting opportunity for a Cloud Cost Manager to join our team in supporting a large DoD program that operates and maintains multiple AWS GovCloud, Azure Government, and classified cloud environments. This role will provide cloud cost management and financial oversight critical to supporting rapid and efficient delivery for our customer and partners, as well as support internal financial operations critical to program success.

Responsibilities include:
  • Cloud Spend Forecasting: Predict future cloud costs based on proposed cloud architectures, historical usage, and approved cloud budgets. Provide ROM (Rough Order of Magnitude) quotes as required and support customer budgeting discussion and approval. Analyze historical usage trends, incorporate expected growth and/or decommissioning and provide a monthly rolling forecast to program leadership and PCA. Update and maintain multiple cloud cost trackers with accurate actual and planning costs. The cloud cost trackers will be used to update the cloud forecast in the WBS and Hyperion Financial reporting systems. Produce customer requested reports and analysis as required.
  • Month-End and Quarter-End Financial Support: Support close processes and financial reporting cycles to include accruals, variance explanations and finance reviews.
  • Cloud Invoice Review and Reconciliation: Validate cloud provider invoices, reconcile them with internal reports and provide the appropriate charge codes for billing. Reconcile invoices with usage data and investigate billing discrepancies.
  • Monitoring and Variance Analysis: Reconcile actual cloud spend against the forecast. Monitor monthly cloud spend, identify variances to the forecast, investigate cost spikes or anomalies and develop a plan to resolve them.
  • Support Across All Classification Levels: Cloud efforts supported by the program span all cloud Impact Levels (IL2 - IL6). Candidate will be required to support established processes to consolidate cost details into unclassified reports, as well as generate reports and support cloud budget and forecasting discussions at all classification levels. This requires work from a SCIF 1-2 days a week, but additional days may be required to support certain reporting requirements.
  • Thrive in a hybrid environment (split between SCIF/on-site and remote), able to be on-site at SCIF up to 4 days a week.
  • Successfully communicate to customers, contract program managers, industry partners, ECS senior management, and Government representatives.
  • Provide leadership and creativity in new business capture and proposal development.
  • Track industry trends and leverage them to drive innovation and solution excellence across various functional domains.

Required Skills

  • Bachelor of Science or equivalent experience.
  • Must have an existing and active TS/SCI security clearance.
  • DOD 8570-01M certification: IAM Level I or better (e.g., Security+).
  • A strong understanding of AWS and or Azure/cloud-based technologies with a desire to learn more.
  • 3+ years of relevant experience in a progression of roles to include delivering and sustaining technical and cloud solutions.
  • Demonstrated customer focus and strong analytical and problem-solving skills.
  • Strong verbal and written communications skills.

Desired Skills

  • Experience working within common cloud management consoles (AWS, Azure, Google Cloud Platform, OCI), particularly within cloud billing and utilization tools.
  • Experience working within a classified cloud environment.
  • Experience working within Hyperion and common AP tools.
  • Demonstrated ability to think strategically about business, product and technical challenges.
  • Ability to effectively communicate and collaborate with team members to achieve common goals.
  • Ability to effectively communicate impacts to Senior Leadership regarding changes in concise language.
  • Process improvement focused and the ability to drive efficiency in the process.
  • Able to assist with other activities as needed to support the team.
