Cloud Solutions Architect

• Lead and oversee the technical implementation of the Fiscal Agent Services (FAS) module within the Medicaid Enterprise System (MES).
• Ensure solutions comply with CMS guidelines, MITA maturity model objectives, federal modularity standards, and interoperability requirements.
• Conduct architectural reviews, evaluate solution designs, and ensure alignment with enterprise architecture frameworks and technical policies.
• Assess and support system integrations across key MES modules, including Eligibility & Enrollment, Provider Services, Third-Party Liability, Pharmacy, and Data Warehousing.
• Provide architectural direction on system interfaces, APIs, data exchange standards, security frameworks, and cloud adoption strategies.
• Develop and maintain architectural artifacts such as logical and physical architecture diagrams, data flow diagrams, integration patterns, and technical roadmaps.
• Collaborate with cybersecurity teams to ensure compliance with NIST, HIPAA, state security policies, and other regulatory requirements.
• Participate in governance processes, review change requests, and ensure solutions are scalable, sustainable, and maintainable.
• Provide leadership and technical guidance to project teams, including business analysts, developers, and external partners throughout the solution lifecycle.

Required Skills:

• Proficiency in architectural modeling, data management, and security best practices.
• Strong communication and stakeholder engagement skills, including ability to translate technical concepts for non-technical audiences
• Experience working with vendors, system integrators, and cross-functional teams
• Expertise in cloud platforms (Azure, AWS, or equivalent)
• Knowledge of enterprise integration, SOA, APIs, cloud computing, ETL, and modular architecture

Desired Skills:

• Experience designing/supporting large-scale healthcare or government IT systems (Medicaid/MES preferred)
• Strong understanding of MITA framework and federal interoperability standards.
• Experience with modern and legacy technologies (Node.js, Java, Angular, React, Python, REST, JSON, XML, X12, FHIR, HTML5)
• Knowledge of databases, ETL tools, relational systems, SharePoint, X12, and legacy programming
• Experience with MMIS or MES systems
• Relevant certifications (AWS/Azure Architect or equivalent)
• Experience in state government, public sector consulting, or large enterprise environments
