Summary

Position Summary

The Program Manager (PM) serves as the Contractor’s single accountable leader responsible for full lifecycle execution of program activities in direct support of a U.S. Army customer. The PM provides strategic direction, operational oversight, governance, stakeholder coordination, risk management, and performance assurance to ensure all requirements are delivered in accordance with contract terms, schedule, quality standards, and Army mission priorities.


Mandatory Minimum Qualifications (Explicit in Resume)

  • Master’s Degree (discipline relevant to program/project management, business, engineering, IT, or related field) 
  • Minimum 8+ Years of Relevant Experience managing federal programs of similar size, scope, and complexity 
  • Project Management Professional (PMP) Certification 

Security Clearance Requirement

  • Active U.S. Government Security Clearance at the Secret OR Top Secret level (current and in good standing at time of proposal submission).
  • Security Clearance and Investigation Type and Date

U.S. Army Experience

  • Demonstrated experience supporting U.S. Army programs, commands, or mission organizations.
  • Experience coordinating directly with Army leadership, Government PMOs, and technical stakeholders.
  • Familiarity with Army operational structures, reporting protocols, and mission-driven execution environments.
  • Experience delivering programs within Army secure and compliance-driven frameworks.

Key Responsibilities

Program Leadership & Execution

  • Lead end-to-end program planning, execution, monitoring, and control for all task requirements.
  • Establish governance framework including meeting cadence, action tracking, risk registers, and performance dashboards.
  • Ensure alignment of contractor staffing, deliverables, and execution strategy with Army mission objectives.

Government & Stakeholder Engagement

  • Serve as primary interface between Contractor and U.S. Army stakeholders.
  • Provide executive-level reporting, status briefings, risk assessments, and mitigation strategies.
  • Maintain strong coordination across Government and contractor teams.

Performance & Quality Management

  • Implement structured controls for schedule, cost (if applicable), performance, and quality assurance.
  • Ensure deliverables meet contractual standards and Army expectations.
  • Drive continuous process improvement and operational efficiency.

Risk & Compliance Management

  • Maintain risk management plan and proactive mitigation strategies.
  • Ensure compliance with contract requirements, Army policies, and DoD security regulations.
  • Oversee secure handling of data, documentation, and communications.

Operational Oversight

  • Supervise day-to-day contractor team performance.
  • Ensure outreach operations, reporting functions, workflow management, and administrative activities are executed efficiently and securely.

Tools & Methodologies

  • PMP-aligned program management framework
  • Agile / Hybrid / Waterfall delivery models
  • Risk management and performance dashboards
  • Microsoft Project, Jira, SharePoint, Teams, Excel, Power BI (as applicable)
  • Army reporting templates and secure collaboration tools
