Archon Resources is seeking a senior application developer for a long-term contract. Our client is undertaking a comprehensive, multi-year modernization initiative to replace aging legacy systems—including fully retiring a platform—and transition to a unified, cloud-native environment. This effort centers on building a modern Azure-hosted pension administration system that integrates seamlessly with the client. Our client serves a large and diverse membership of over 210,000 employees and retirees across more than 600 school districts, career tech centers, colleges, and universities, making it the largest of Oklahoma’s six state pension systems. The modernization responds to long-standing challenges such as fragmented workflows, manual processes, limited scalability, and stability issues in legacy technologies. The initiative introduces a modern stack—Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, a document management and process automation solution (pending platform evaluation and alternatives)—to support scalable, secure, and efficient operations.
Current state:
-Legacy systems moved from on-premises hosting to Azure cloud migration in May 2024
-Member portal modernized in July 2025
-All IS resources support legacy systems while simultaneously building modernized ones. Project charter and Software Development Life Cycle established and in practice. The environment and foundation for modern applications are defined and nearing completion.

Requirements
• Knowledge of modern application development frameworks, programming languages, and secure coding practices
-Knowledge of software development lifecycle (SDLC) methodologies, including Agile
-Knowledge of business process analysis, functional design principles, documentation standards, user story development, and acceptance criteria definition
-Knowledge of business rules, including those specific to a Pension Software System
-Familiarity with legacy systems architecture, dependencies, technologies, and integration points
-Skill in performing all aspects of application development, including coding, unit testing, documentation, code reviews, and submitting pull requests for staff to review
-Skill in developing, enhancing, and maintaining application components that meet functional and technical requirements
-Skill in developing clear, actionable user stories and maintaining a prioritized backlog
-Skill in developing APIs, system interfaces, and automation workflows
-Ability to deliver high-quality work output with minimal defects.
-Ability to translate technical specifications into maintainable, production-ready software
-Ability to collaborate effectively with technical staff, analysts, testers, and project managers
-Ability to manage multiple development tasks and meet established timelines
-Ability to communicate complex concepts clearly to both technical and non-technical audiences
