Job Summary

We are seeking an experienced Microsoft Power Platform Developer to support a statewide public health initiative for the State Client.The selected candidate will play a key role in designing, developing, integrating, and implementing a new statewide billing solution for establishments holding food, lodging, pool, and tattoo permits.

The existing billing application is approaching end-of-life and will be deprecated. The new solution will recreate and enhance the existing functionality using the Microsoft Power Platform, including Power Apps, Power Automate, Dataverse, Dynamics 365, and related Microsoft technologies.

This is a hands-on development role requiring strong experience with Power Platform application development, Dataverse, SQL databases, integrations, workflow automation, Dynamics, and Application Lifecycle Management (ALM).

Key Responsibilities

• Design, develop, configure, test, and implement enterprise solutions using Microsoft Power Platform.
• Develop business applications using Power Apps and Dataverse.
• Build automated business processes and workflows using Power Automate.
• Work with Dynamics 365 / Dynamics records, entities, cases, contacts, invoices, payments, and related business data.
• Develop a data pipeline to synchronize SQL data from an AWS-hosted cloud database into Microsoft Dataverse.
• Use synchronized Dataverse data to establish and maintain a census of active facilities subject to billing.
• Develop automated processes for generating invoices based on facility and permit information.
• Configure automated invoice delivery to email addresses maintained in the system.
• Develop functionality to track invoice status, payments received, outstanding balances, and closed invoices.
• Integrate the billing solution with PayIt to support online payment processing.
• Consume payment reports received from PayIt and convert payment information into appropriate Dynamics payment records.
• Develop processes to associate incoming payments with open invoices and automatically update invoice status.
• Build functionality to record payments received by check.
• Support workflows for submitting check payments to the controller and reconciling payment information with NCFS.
• Configure case management functionality to track billing-related communications, including calls and emails.
• Establish relationships between Contacts, Cases, Invoices, Payments, and other associated Dynamics records.
• Develop reporting and dashboards to monitor invoicing activity, payment status, program performance, and operational metrics.
• Work with business stakeholders and technical teams to understand requirements and translate them into scalable Power Platform solutions.
• Troubleshoot application, integration, workflow, and data-related issues.
• Participate in application testing, defect resolution, deployment, and production support.
• Establish and maintain a robust Application Lifecycle Management (ALM) process.
• Support deployment across Development, UAT, and Production environments.
• Ensure application components, configurations, GUIDs, and related dependencies are properly synchronized across environments.
• Support seamless promotion of Power Platform solutions between environments.
• Follow development standards, documentation practices, security requirements, and change-management procedures.

Qualifications

• Bachelor's degree in Computer Science, Information Systems, Software Engineering, or a related field.
• Minimum 3 years of professional experience in Microsoft Power Platform development and implementation.
• Strong hands-on experience with Power Apps, Power Virtual Agent/Copilot Studio, and Dataverse.
• Approximately 7+ years of experience with Power Platform-related technologies, Dataverse, and SQL/database structures, as applicable to the candidate's background.
• Strong problem-solving and analytical skills.
