Summary

The Congressional Budget Office is a small nonpartisan agency that provides economic and budget analysis to Congress. The Information Resource Management and Technology Services Unit seeks a self-motivated Computer Systems Engineer with a strong work ethic to oversee CBO’s IT (information technology) systems. The successful candidate will report to the Chief Information Officer as part of a 13-person IT shop.

 

Responsibilities include these:

·        Designing, deploying, and managing CBO’s AWS cloud infrastructure;

·        Monitoring AWS environments to ensure performance, security compliance, and cost optimization;

·        Maintaining and administering the Microsoft 365 and Microsoft Entra ID (Azure Active Directory) environments;

·        Managing identity and access controls, including conditional access, multifactor authentication, and privileged identity management;

·        Developing and maintaining client workstation images and managing recurring IT security patch applications across servers and endpoints;

·        Planning, designing, analyzing, testing, and troubleshooting systems infrastructure;

·        Managing enterprise data backup and recovery operations for public and private networks, including administration of Commvault Metallic and AWS native services across virtual, physical, and cloud platforms, and conducting associated maintenance activities.

·        Supporting archiving at the National Archives and Records Administration and records management responsibilities;

·        Resolving elevated IT help desk requests as needed; and

·        Participating in other IT infrastructure and operational activities to support the agency’s needs.

 

Qualifications
Candidates must have a bachelor''''s degree in business information systems (preferred), IT, computer science, or a related field and at least five to seven years of experience in an IT environment, including experience in Microsoft Windows server administration and AWS cloud infrastructure, or an equivalent combination of education and experience.

Candidates must have experience with—and a good working knowledge of—the following:

·        Microsoft Windows server

·        Hyper-V

·        Microsoft SQL server

·        Active Directory

·        Microsoft Entra ID (Azure Active Directory)

·        Microsoft 365

·        TCP/IP (Transmission Control Protocol/Internet Protocol)

·        Ethernet

·        Internet routing

·        VPNs (virtual private networks)

·        Unix/Linux systems

Candidates must also:

·        Have demonstrated experience designing, deploying, and managing AWS cloud environments;

·        Be proficient in PowerShell and Python;

·        Be able to resolve elevated help desk requests in their areas of expertise;

·        Have a broad understanding of IT operations; and

·        Possess basic proficiency in artificial intelligence tools and large language model platforms.

·        Have the ability to perform standard data center tasks, including equipment racking, data cabling, power management, and heat management. 

Candidates must have, or be able to obtain, a favorably adjudicated Public Trust (Tier 2) Investigation, which includes a credit check. Employment in this position is conditioned on a positive adjudication of such investigation. A higher-level security clearance may be accepted in place of the Public Trust. 

This position follows a hybrid work schedule and requires employees to work in person in the Washington, D.C., office on designated core days. Additional in-office days may be required on the basis of operational needs, including support of the agency’s infrastructure and data center operations. The position may require periodic travel (approximately once per month) to the agency’s alternate computer facility. Full-time telework is not available for this position.

The position requires the ability to occasionally lift and move up to 50 pounds, work on ladders under 8 feet, and work on equipment over head level.
