ASSYST is seeking a Senior Project Manager to support the modernization of Workforce Information Technology Solution (WITS) in Tallahassee, Florida (Fully Remote)
The Senior Project Manager is responsible for establishing, leading, and managing multiple medium-to-high complexity IT projects concurrently, ensuring all project activities align with statewide standards, Florida Administrative Code (F.A.C.) rules, operational objectives of the Workforce Information Technology Solution (WITS), and supported bureaus.
Responsibilities:
- Governance & State Compliance: Ensure all project activities strictly comply with Florida Rules 60GG-1.001 through 60GG-1.009, F.A.C., including governance, documentation, oversight, and reporting requirements. Evaluate project management practices and governance structures against statewide standards.
- Project Execution & Management: Lead and implement multiple concurrent medium-to-high complexity IT projects, achieving scope, schedule, cost, quality, and business objectives. Apply PMBOK, Agile, Waterfall, and Hybrid methodologies as appropriate.
- Cross-Functional Coordination: Provide coordination, management, and status reporting across WITS, bureau leadership, business stakeholders, vendors, and technical teams. Serve as a liaison between business units, leadership, and external partners.
- Artifact Development & Maintenance: Create and maintain key project artifacts including project charters, schedules, Work Breakdown Structures (WBS), risk registers, communication plans, and status reports.
- Change & Performance Management: Receive, evaluate, and process change requests; provide impact analyses and recommendations to leadership. Perform variance tracking and trend evaluations.
- Independent Oversight & Risk Management: Monitor project health, risks, issues, and baselines. Develop mitigation and contingency strategies in accordance with Florida Rule 60GG standards.
- Business Analysis: Perform requirements elicitation, workflow mapping, process analysis, stakeholder interviews, and validation sessions.
- Resource & Quality Planning: Collaborate with stakeholders to plan staffing, budget, equipment, vendor services, and technology needs. Define quality standards and conduct quality reviews.
- Reporting: Provide written weekly status reports on the Workforce Modernization Program and associated projects, highlighting progress, cost, quality, risks, and mitigation efforts.
Minimum Required Qualifications:
- Education: Bachelor’s degree in Computer Science, Information Systems, Business Administration, or related field (or equivalent work experience).
- Certifications: Project Management Certification (PMP) or successful completion of an industry-recognized project management curriculum is required.
- Experience: Minimum of seven (7) years of IT work experience.
- Minimum of seven (7) years managing complex cross-functional projects.
- Proven experience managing projects across multiple technologies and programmatic areas.
- Skills & Tools: Extensive knowledge in resource management, stakeholder engagement, risk mitigation, and change management.
- Strong understanding of Software Development Lifecycle (SDLC) methodologies and IT service management principles.
- Proficiency in Microsoft Project, Excel, Word, PowerPoint, Visio, SharePoint, Teams, and standard enterprise tools.
