Lead Web Application Developer (Data Portal) – Pennsylvania state education agency

Contract: Nov 2, 2026 – Jul 3, 2027 (W2 only, through Cybrty Inc.)
Location: Hybrid, onsite in Harrisburg, PA when needed. Interview is virtual.

About the role
Be the lead developer for the first stages of a new statewide education data portal. You will design, build and test the web application with the state's IT team.

What you will do

  • Create front-end design documents such as wireframes and UI mockups that meet the state's Keystone Design System
  • Create back-end documents: data dictionaries, ERDs and architecture docs
  • Serve as lead programmer for the portal web application
  • Work with state IT on network, database and application requirements
  • Report status, risks and blockers to the project manager
  • Lead testing: write and run test cases and fix defects

What you need

  • 5+ years of professional web application development (mid to senior level)
  • Full-stack experience: front-end design through back-end data work
  • Experience writing technical documentation (data dictionaries, ERDs)
  • Experience leading testing and bug fixing
