Join our team as a Senior Project Manager in the vibrant community of Chesterfield County, known for its blend of historical charm and modern innovation. This role offers a unique opportunity to lead multiple technology projects that span various business lines across the county.
As a Senior Project Manager, you will serve as the primary project manager, focusing on requirements tracking and light business process definition on multiple technology projects of varying sizes. You will work in a matrixed environment, collaborating with project team members assigned by functional managers and vendor solution providers.
- Project Management Institute Project Management Professional (PMP) certification required.
- 2-5 years of exposure to Professional Business Analysis (PBA) processes and techniques.
- Desired experience: 2-5 years on a team providing project management and business analysis for a medium institution of 500 or more employees.
- Work within the IST Project Management Office, comprised of a team of 3 full-time and one part-time project managers.
- This hybrid engagement requires up to three days per week onsite, with flexibility for onsite work as project demands dictate.
- Provide superior customer service through concise and timely communications, strong execution, and a sense of urgency based on customer and sponsor project priorities.
- Collaborate closely with business representatives to ensure technical solutions align with business needs.
- Understand business processes as described by business representatives to inform solution requirements.
- Build knowledge and understanding of business department technology direction, strategy, operations, and products/services.
- Manage requirements, testing, and defect management to affect project quality and schedule.
- Articulate the importance of satisfying user needs and expectations through effective project governance.
- Apply basic techniques to capture business process flow using process flowcharts and standard RASCI model templates.
- Experienced with analytical and estimation techniques using standard Microsoft tools to assemble, propose, and quantify business cases and process improvement costs.
- Comfortable with independently pursuing decisions from customers and sponsors to advance projects.
- Apply decision-making processes to prioritize and work with project customers to achieve project scope.
- Seek timely, efficient, and proactive solutions that support business needs.
- Promote coordination and cooperation of planning, scheduling, and executing among peers.

- Apply control artifacts related to cost, risk, schedule, quality, and scope under the guidance of the IST Project Management Office.
- Possess a thorough understanding of the software development lifecycle and its implications for project planning and execution.
- Extensive experience with detailed planning for projects and programs, estimating and forecasting effort, cost, impacts, and resource needs.
- Evaluate available data and provide specific reporting on elements of project and program execution across a wide range of stakeholders.
- Manage and track vendor issues to resolution and assist in negotiation and conflict resolution within IST, with business customers, and vendors.
- Utilize Chesterfield County PMO control artifacts for managing project cost, schedule, and resources.
- Monitor project costs closely during execution and apply inquiry and corrective action techniques to control them.
- Report to the PMO on project schedule health using the schedule performance index (SPI).
- Maintain personal mobile technology as a condition of employment.
- Pre-employment drug testing and FBI criminal background check required.
- Work in high-security areas governed by the US Department of Justice’s “Criminal Justice Information Services (CJIS) Security Policy,” requiring a stringent criminal background check.
Required Skills
- PMI PMP Credential required. (VITA Project Management Certification considered)
- Extensive lead project management experience managing schedule, scope, and budget for varying size technology projects including enterprise level.
- Direct management of business stakeholders and project team members; Ability to define and gain consensus on direction.
- Strong understanding and application of project governance through authoring and applying governance artifacts including charter, change management, etc.
- Clear and concise oral and written communications tailored towards technical and non-technical audiences.
- Knowledgeable of MS Office (Project, Excel, Word, PowerPoint, Teams).
- Project Management experience within state or local government preferred.
