Job Title: Project Manager Project Delivery System (PDS)

Role Overview
A large infrastructure and engineering organization is seeking an experienced Project Manager to lead the design, development, and enterprise-wide deployment of a new Project Delivery System (PDS). This system will serve as a centralized Project Management Information System (PMIS) to support project planning, design, construction management, reporting, and asset management.
The Project Manager will oversee the PDS from initial concept through organization-wide rollout, working closely with internal engineering teams, technology partners, external vendors, and executive stakeholders. This role requires deep expertise in enterprise system delivery, strong leadership skills, and the ability to manage complex, multi-stakeholder initiatives on aggressive timelines.
Key Responsibilities
Manage the end-to-end lifecycle of the Project Delivery System (PDS), from concept and design through development, testing, and deployment
Lead cross-functional teams including engineering, technology, business stakeholders, and external system developers
Coordinate requirements gathering, solution design, system configuration, testing, and implementation activities
Oversee vendor management, system integrations, and third-party solution delivery
Ensure alignment between engineering workflows and technology solutions to improve project delivery and reporting
Track project milestones, risks, dependencies, and deliverables, ensuring on-time and high-quality execution
Provide regular status updates and executive-level communications to senior leadership
Support change management, user adoption, and transition to production support
Minimum Qualifications
Bachelor s degree in Information Systems, Computer Science, Engineering, or a related field
Project Management Professional (PMP) certification required
Minimum 15 years of experience managing the design, development, and implementation of large-scale enterprise IT, hardware, or software systems
Demonstrated success delivering complex, multi-stakeholder technology programs under aggressive timelines
Strong experience coordinating cross-functional teams, managing vendors, and overseeing system integrations
Proven background in requirements definition, solution design, testing, and deployment for enterprise systems or PMIS platforms
Excellent written and verbal communication skills, including the ability to present technical concepts to executive and non-technical audiences
Preferred Qualifications
Master s degree in Information Systems, Computer Science, Engineering, or a related field
Agile, Scrum, or ITIL certification
Prior experience implementing or managing PMIS platforms (including Kahua or similar tools)
Experience supporting large infrastructure, transportation, or public-sector engineering programs
