Contractor Role Summary:

We are seeking a Proposal Specialist to support the development, packaging, review, and release of multiple technology-focused Requests for Proposals (RFP). This is a short-term contractor role intended to help the technology team prepare and release multiple technology RFPs to prospective vendors.

The contractor will work closely with technical subject matter experts to translate business, technology, and operational inputs into complete, well-structured RFP packages. While the technology team will provide the core technical requirements, background, scope, and solution-related content, the contractor will be responsible for filling in gaps, improving clarity and consistency, organizing the materials into a professional procurement-ready format, and coordinating with internal legal and procurement stakeholders to support review and approval.

This role requires strong experience with RFP development, procurement documentation, vendor solicitation packages, contract/procurement coordination, and stakeholder management. The ideal candidate will be comfortable working in a fast-paced environment, synthesizing technical input from multiple contributors, and producing clear, complete, and compliant procurement documents.

 Key Responsibilities

  • Develop, refine, and package multiple technology Request for Proposal documents based on input from technology stakeholders and subject matter experts.
  • Work with the technology team to identify missing information, clarify requirements, and ensure each RFP includes the necessary scope, objectives, vendor instructions, evaluation criteria, deliverables, assumptions, and submission requirements.
  • Translate technical and operational inputs into clear, professional, vendor-facing procurement language.
  • Support the development of RFP sections such as background, project objectives, scope of work, vendor responsibilities, proposal response requirements, evaluation criteria, timelines, and required attachments.
  • Ensure consistency in tone, structure, formatting, terminology, and level of detail across all RFP packages.
  • Review draft RFP materials for completeness, clarity, readability, and alignment with procurement best practices.
  • Coordinate with internal procurement and legal teams to facilitate review, address comments, incorporate feedback, and support approval of the RFP packages.
  • Help prepare vendor-facing materials that are complete, organized, and ready for release through the appropriate procurement process.
  • Collaborate with internal stakeholders to ensure the RFPs accurately reflect business needs, technology requirements, procurement expectations, and contractual considerations.
  • Assist with creating or refining related procurement artifacts, including vendor instructions, response templates, evaluation worksheets, question-and-answer templates, and supporting appendices, as needed.

Qualifications

  • Bachelor’s degree in Business Administration, Communications, English, Information Systems, or a related field.
  • Minimum of 5-7 years of experience in procurement, contract support, proposal development, RFP development, vendor solicitation, or a related role.
  • Demonstrated experience drafting, editing, packaging, or managing RFPs, RFIs, RFQs, SOWs, or vendor solicitation documents.
  • Experience supporting technology, IT services, software, cloud, data, cybersecurity, managed services, or professional services procurements is strongly preferred.
  • Strong understanding of procurement documentation practices, vendor response requirements, evaluation criteria, and contract review workflows.
  • Ability to synthesize input from technical teams and convert it into clear, structured, vendor-facing language.
  • Excellent writing, editing, organization, and document management skills.
  • Strong attention to detail and ability to identify gaps, inconsistencies, ambiguities, and missing requirements in procurement documents.
  • Strong communication and stakeholder management skills.
  • Proficiency with Microsoft Word, Excel, SharePoint, Teams, and document collaboration tools.
  • Familiarity with public-sector, nonprofit, regulatory, or highly governed procurement environments is a plus.
