About the Program (eNativeTrust / EPS)
The Department of the Interior (DOI), Bureau of Indian Affairs (BIA) is leading a major trust modernization effort called eNativeTrust (eTN) an enterprise Azure Government platform designed to modernize how Indian trust assets, probate cases, land titles, and trust funds are managed across BIA, BTFA, OHA, LTRO offices, Tribal governments, and external stakeholders. A flagship system on this platform is the Electronic Probate System (EPS), which will replace disconnected legacy tools, paper records, and manual coordination with a secure, auditable, user-friendly digital solution that reduces probate backlogs, improves data quality and compliance, and provides end-to-end visibility while handling highly sensitive PII.
Responsibilities
Design and deliver secure, auditable digital workflows for probate case preparation and adjudication within EPS.
Partner with cross-agency stakeholders (BIA, BTFA, OHA, LTRO, Tribal entities) to gather requirements and translate them into functional/technical deliverables.
Drive data quality improvements by modernizing legacy processes and implementing strong validation, traceability, and governance practices.
Ensure compliance with federal security and privacy standards through role-based access, logging, audit trails, and secure PII handling.
Support Agile delivery: prototype rapidly, incorporate feedback, and provide progress visibility to leadership and oversight bodies.
Qualifications
Experience delivering mission-critical solutions in regulated federal environments (case management/adjudication strongly preferred).
Strong understanding of PII-heavy system design, including auditability, data governance, and security/privacy controls.
Hands-on experience with Microsoft Azure (Azure Government strongly preferred) and cloud modernization patterns.
Proven ability to work in Agile environments, including iterative prototyping and stakeholder-driven delivery.
Experience integrating systems and data pipelines (APIs, ETL/Reverse-ETL) with a focus on data quality and reliability.
