Our client seeks an experienced Project Manager to lead an enterprise Oracle Customer Care & Billing (CCB) upgrade. The role will plan, coordinate, execute, and transition a multi-year upgrade from version 2.7 to the latest on-prem release and deliver a post-upgrade cloud-readiness assessment. The Project Manager will partner with cross-functional technical and business teams, a System Integrator, and software vendors to ensure scope, schedule, budget, quality, security, and governance objectives are met.

Salary: $150,000 to $120,000

Responsibilities:
  • Lead full lifecycle delivery for the Oracle CCB upgrade, including initiation, planning, execution, monitoring, and transition to operations.
  • Develop and maintain integrated project plans in partnership with internal teams and the System Integrator.
  • Manage scope, schedule, budget, resources, risks, issues, decisions, and dependencies.
  • Facilitate communication among stakeholders, SMEs, leadership groups, and vendors.
  • Drive adherence to governance processes, stage gates, and reporting requirements.
  • Oversee testing and quality assurance, including defect tracking and release readiness.
  • Support organizational change management and remove blockers to delivery.
  • Coordinate vendor and System Integrator performance and resolve issues.
  • Lead cutover planning, transition to operational support, and knowledge transfer.
  • Deliver a post-upgrade cloud-readiness assessment and recommendations.
  • Ensure project artifacts are completed and stored according to standards using Microsoft 365 and SharePoint Online.

Experience Requirements:
  • 10+ years of project management experience leading large, complex enterprise technology initiatives.
  • Proven success coordinating cross-functional technical and business teams and third-party vendors.
  • Experience managing scope, schedules, risks, issues, budgets, and stakeholder communications.
  • Background producing project charters, resource plans, RACI matrices, schedules, risk and issue logs, governance reports, and executive status updates.
  • Strong communication, facilitation, stakeholder management, and conflict resolution skills.
  • Preferred: PMP or equivalent certification.
  • Preferred: Experience with Oracle CCB or similar customer information or utility billing systems, including approximately 3+ years supporting CCB implementations or upgrades.
  • Preferred: Experience leading enterprise application upgrades in utilities, energy, public sector, or regulated environments.
  • Preferred: Familiarity with Azure DevOps, Microsoft 365 collaboration tools, SharePoint Online, and enterprise IT governance processes.

Education Requirements:
  • Bachelor's degree in Business, Information Technology, Computer Science, or a related field.
