Job Description

We are seeking a Systems Analyst Consultant to support operational activities for a legacy Medicaid Management Information System (MMIS) environment. The consultant will assist with system support, reporting, analytics, and testing activities related to MMIS and its associated subsystems.

The role involves working closely with business teams, technical teams, vendors, and external stakeholders to ensure smooth operation of Medicaid-related systems and processes.


Scope of Work

The Systems Analyst will work under general supervision of the Business Systems Management leadership team and will support operational functions for the MMIS platform.

Supported systems may include:

  • MMIS Online Application

  • Provider Web Tool

  • Provider Enrollment Application

  • EDI / Translator Systems

The analyst will assist with system operations, data analysis, reporting, issue resolution, and coordination between business and technical teams.


Key Responsibilities

  • Serve as a liaison between business programs and IT teams to deliver technical solutions aligned with user requirements.

  • Develop, retrieve, and distribute reports and datasets for internal and external stakeholders to support:

    • Monitoring

    • Reconciliation

    • Operational processing

  • Provide operational support for legacy MMIS systems and subsystems.

  • Respond to requests and inquiries from business stakeholders and users.

  • Monitor vendor-related requests and coordinate activities between business and technical teams.

  • Identify recurring or trending issues and escalate to program management when necessary.

  • Translate business requirements into system specifications and technical requests.

  • Act as a subject matter expert on system processes, procedures, and operational workflows.

  • Perform complex analysis, system design review, and testing activities.

  • Review and verify Quality Assurance (QA) and User Acceptance (UA) test results.

  • Document issues and defects for triage and resolution.

  • Proactively identify risks, issues, and improvement opportunities.

  • Collaborate with vendors, internal teams, government entities, and external stakeholders as required.


Required Education

  • Bachelor s Degree in a technical, business, or healthcare-related field.

OR

  • 3+ years of equivalent experience in systems analysis or computer systems development/modification may substitute for the degree.


Required Skills (Ranked by Importance)

  • Minimum 3 years of Medicaid or healthcare industry experience, including:

    • Medicaid claims

    • Provider operations

  • Proficiency in COBOL programming language.

  • Minimum 3 years of experience supporting healthcare mainframe systems for payer organizations as a technical analyst or similar role.

  • At least 3 years of experience working with EDI transactions, including management of EDI companion guides.

  • Experience working with Medicaid eligibility and/or enrollment systems in an operational support capacity.

  • Strong understanding of MMIS system capabilities and operations.


Preferred Skills (Ranked by Importance)

  • Subject Matter Expertise related to MMIS operational environments.

  • Experience using data analysis tools, such as:

    • SAS

    • Microsoft Excel

    • Data visualization tools

    • Statistical analysis software

  • Experience producing technical or operational reports and presenting information in a clear and concise manner.


Additional Skills

  • Self-motivated with the ability to learn quickly with minimal supervision.

  • Experience reviewing job schedules and system logs to troubleshoot operational issues.

  • Experience working in cross-functional team environments.

  • Strong written and verbal communication skills.

  • Ability to communicate moderately complex technical instructions to both technical and non-technical stakeholders.

  • Ability to collaborate effectively with team members, technical staff, business stakeholders, and vendors.
