GIS Team is seeking a Technical Specialist Junior that will provide dedicated support the State Traffic Operations Center (STOC) and Transportation Mobility & Safety Unit by assisting with maintaining and updating GIS data used in routing, traffic operations, and incident response. This role works with TM&S staff to understand basic workflow needs, assist with gathering requirements, and help build simple to moderately complex maps, dashboards, and GIS tools that support daily operations. The primary focus is to communicate clearly with non-GIS users, ask questions to understand requests, and follow established GIS Unit standards when creating or updating data and applications. Daily work includes editing geometry, updating events and attributing data, performing QA/QC checks, and assisting with progress tracking and documentation. The ideal candidate will be able to shadow meetings, listen to issues, and independently identify potential GIS solutions based on complex issues. The ability to quickly generate solutions and describe them to non-IT personnel is essential to this role. Documentation, organization, and communication skills are required. This position will report to the Specialist Expert position and must be able to take direction and work collaboratively extremely well, both in person, and remotely.

Write basic Arcade code to support mapping, queries, calculations, and display.
Support ETL processes under guidance from senior GIS staff, helping keep data and applications up to date.
Attend STOC meetings to observe workflows and learn operational needs, gradually building the context needed to support the future GIS solutions.
Provide general GIS support by answering user questions, troubleshooting simple issues, and escalating more complex problems to senior staff.
Report to Specialist Expert and work effectively as a team.
