Summary

The GIS Analyst will support multiple highly complex GIS applications, primarily for the Michigan Department of Environment, Great Lakes, and Energy (EGLE). The consultant will work closely with GIS and application development teams, Project Managers, and business stakeholders to maintain and enhance web-based, client/server, mobile, and data-driven applications.

The role requires strong hands-on experience with Esri ArcGIS technologies, ArcGIS Online (AGOL), ArcGIS Portal, Experience Builder/Builder, Dashboards, spatial analysis, SQL, and GIS application development. The candidate will provide technical guidance to development teams, support application testing and implementation, troubleshoot persistent issues, and ensure projects meet quality standards, milestones, and deadlines.


Responsibilities

  • Support, maintain, enhance, and modify complex GIS applications for EGLE and other State of Michigan departments.
  • Provide GIS technical guidance and application development support to development teams.
  • Work closely with Project Managers to ensure project quality, milestones, deliverables, and deadlines are met.
  • Develop and maintain GIS solutions for web, client/server, mobile, and data-driven applications.
  • Utilize ArcGIS Online (AGOL), ArcGIS Portal, Experience Builder/Builder, and ArcGIS Dashboards to develop and maintain GIS solutions.
  • Perform complex spatial analysis and produce GIS reports based on customer requirements.
  • Create and maintain geospatial basemap information, tile caches, and imagery-related datasets.
  • Maintain spatial databases, validate data, and update metadata for new and existing GIS resources.
  • Develop and maintain SQL database scripts, stored procedures, functions, triggers, and SSIS packages.
  • Develop and execute unit, system, regression, and automated testing to ensure application quality.
  • Develop or approve testing and implementation plans for web, client/server, mobile, and data applications.
  • Evaluate new technologies and recommend solutions to technical and application-related problems.
  • Support legacy GIS applications and platforms as required.
  • Collaborate with customers, external consultants, developers, and technical teams.
  • Provide customer service and act as a technical liaison between the client and development teams.
  • Ensure applications comply with DTMB and State of Michigan standards.
  • Support ADA compliance requirements for applications.
  • Stay current with evolving GIS, application development, database, and IT technologies.


Required Qualifications

  • Bachelor's degree in GIS, Geography, Computer Science, Information Technology, or a related field.
  • 4+ years of experience in GIS, cartography, CADD, or a related field.
  • 4+ years of experience developing GIS user interfaces, menus, macro-level commands, performing spatial analysis, and producing GIS reports.
  • Hands-on experience with:
    • ArcGIS Online (AGOL)
    • ArcGIS Portal
    • Experience Builder / Builder
    • ArcGIS Dashboards
  • 4+ years of experience creating, maintaining, or leveraging geospatial basemap information.
  • Experience creating basemaps, tile caches, and performing imagery analysis.
  • 4+ years of advanced SQL experience, including:
    • SQL Server / T-SQL
    • Database scripting
    • Stored procedures
    • Functions
    • Triggers
    • SSIS packages
    • Spatial databases
    • Data validation
    • Metadata management
  • 4+ years of experience with:
    • Unit testing
    • System testing
    • Regression testing
    • Automated testing
  • 2+ years of experience with:
    • C# / .NET
    • VB.NET
    • ASP.NET
    • XML / AJAX
    • HTML / CSS
    • JavaScript
    • TypeScript
    • T-SQL
    • Power Apps
  • Knowledge of ADA compliance with at least 1 year of experience.

  • Experience with Angular
  • Experience supporting government or enterprise GIS applications.
  • Experience working with complex web-based GIS applications and spatial databases.
