Telecom Engineer (Only Local Profiles)

Job Description:

• Design telecommunications systems and circuits across technologies including MPLS, IP/MPLS, fiber optic, DWDM, microwave, satellite, mobile radio, TDM, voice, data, and SONET.
• Create and update network diagrams for new IP/MPLS deployments, including synchronization plans, physical layer reservations (fiber/DWDM), port assignments, and equipment connections.
• Evaluate existing SONET designs, develop cutover/migration plans for circuits/services, and ensure compatibility with SCE standards while addressing environmental constraints, terrain, accessibility, power availability, and proximity to other facilities.
• Lead project scope, schedule, budget (typically $50K $1M, 0.5 3+ years duration), and multi-functional teams. Track progress, provide financial updates (budgeted/committed/actual), coordinate with internal/external stakeholders, prepare work orders (up to 10+ for multiple locations), request quotes, order materials/equipment, generate bills of materials, and manage cybersecurity forms and compliance.
• Develop back-out plans, finalize schedules, and provide engineering support during construction and close-out (including as-built documentation).
• Analyze project requirements for system capacity, reliability, technical parameters (especially protective relaying and telemetry), cost, schedule, and scope.
• Develop plans of service, including communications facilities, site locations, and required systems. Use tools like Telecom Business Solution (TBS) for circuit lookup, reservation, and documentation.
• Produce multi-year cost and schedule estimates, including complete scope, assumptions, constraints, and disclaimers. Initiate capital work orders and procure equipment.
• Produce and update technical documentation (drawings, job instructions, Service Design Worksheets, network diagrams, construction records, engineering job packages) per established processes. Influence and develop standards for new deployments in the Telecom Network Environment.

Minimum Requirements

• Bachelor s Degree in Electrical Engineering, Computer Engineering, Telecommunications, Computer Science, Electronics, or a related technical field.
• 5+ years of hands-on engineering experience in telecommunications and/or network infrastructure (with at least 2+ years in a relevant engineering capacity).
• Strong experience with IP/MPLS networks (configuration, operation, testing) and SONET fiber optic networks.
• Knowledge of LAN/WAN topologies, network architecture, deployment methodologies, and Network Management Systems (NMS).
• Experience with Cisco routers/switches and Unix/Linux operating systems.
• Valid California driver s license with a clean driving record.
