Description
IBSS is seeking an Intranet Engineer/ Development, Integration & Deployment Support to support the NOAA National Weather Service (NWS) Office of the Assistant Administrator (OAA) under the Program Management Support Services contract. This position is responsible for the technical development, configuration, integration, migration, testing, and deployment of an enterprise intranet platform supporting agency-wide transformation initiatives.

The selected candidate will work closely with UX designers, IT teams, cybersecurity personnel, and Government stakeholders to build and deploy a secure, scalable intranet system, migrate legacy content, and support testing and authorization activities in alignment with Federal security requirements.

This position is contingent upon contract award.

Key Responsibilities
  • Develop and configure enterprise intranet solutions (e.g., SharePoint or equivalent CMS platforms)
  • Implement site architecture, content models, workflows, permissions, and role-based access controls
  • Execute full content migration from legacy systems into the new intranet environment
  • Develop and support system integrations with internal tools and enterprise data sources
  • Perform system testing, including unit testing, integration testing, regression testing, and user acceptance testing (UAT)
  • Support ATO-related activities, including security documentation support, evidence collection, and compliance validation
  • Collaborate with cybersecurity and IT teams to ensure alignment with Federal security controls and authorization requirements
  • Implement content publishing workflows and technical governance structures
  • Support deployment planning, rollout execution, pilot releases, and post-deployment stabilization (hypercare)
  • Troubleshoot system issues and support continuous improvement of platform performance and usability
  • Develop and maintain technical documentation, system guides, and operational procedures
  • Support search functionality, system optimization, and user experience enhancements from a technical perspective
  • Support surge activities related to deployment, migration, testing, troubleshooting, system stabilization, and production support during critical project phases.

Required Qualifications
  • Bachelor's degree in Computer Science, Information Technology, Software Engineering, or related field
  • 5-7 years of experience in the related area
  • Experience developing and supporting enterprise web applications or intranet systems
  • Strong experience with CMS platforms (SharePoint preferred or equivalent)
  • Experience with system integration, content/data migration, and web technologies
  • Experience supporting testing, deployment, and production rollout activities
  • Strong troubleshooting and problem-solving skills
  • Ability to work in structured, cross-functional technical environments
Preferred Qualifications
  • Experience supporting Federal Government IT environments (NOAA, DOC, Client, DoD, etc.)
  • Familiarity with ATO processes and Federal cybersecurity frameworks (e.g., NIST RMF concepts)
  • Experience with APIs, workflow automation, or enterprise integration tools
  • Experience implementing Section 508-compliant web solutions
  • Experience supporting large-scale intranet or enterprise portal deployments
