Project Overview
The Business Analyst is responsible for translating policy, regulatory, and operational needs into detailed business and technical requirements supporting H.R. 1 implementation, CECE modernization, and E&E transformation. This role ensures alignment between business objectives and system functionality while supporting procurement and system design activities.
Key Duties and Responsibilities
• Lead requirements gathering, validation, and documentation across all initiatives
• Develop and maintain:
o H.R. 1 Requirements Matrix (D09)
o Regulatory and compliance matrices
• Translate federal legislation into:
o Functional requirements
o Business rules
o System logic specifications
• Support Business Process Redesign (BPR) efforts (D04)
• Assist in drafting:
o CECE Technical SOW (D02)
o RFP Technical Specifications (D14)
• Conduct gap analysis between current (“As-Is”) and future (“To-Be”) states
• Support downstream system impact analysis (e.g., MMIS, MEDES, FAMIS)
• Facilitate stakeholder workshops, interviews, and validation sessions
• Collaborate with technical teams to ensure accurate implementation of requirements
• Support procurement and contract documentation activities
