Position Description:
The Value Stream Engineer (Senior) holds primary accountability for the performance, processes, and flow across designated Value Streams within the Maryland Benefits portfolio. This role is a key driver of process efficiency, focusing on the end-to-end lifecycle of software delivery to identify and resolve bottlenecks, latency, and dependencies, primarily utilizing Value Stream Mapping (VSM). A critical component of this role is leading technological modernization, specifically migrating legacy systems to AWS cloud-native architectures.
• Coach and mentor Scrum Masters, Product Owners, and Stakeholders on SAFe (Scaled Agile Framework) principles and practices.
• Facilitate critical Program/Solution level Agile ceremonies (e.g., PI Planning, System Demos, Inspect & Adapt workshops)
• Manage risks and dependencies across multiple Agile teams to ensure the timely delivery of essential Maryland Benefits capabilities.
• Lead difficult conversations among Agile team leaders and executives to align goals and resolve impediments.
• Drive a culture of continuous improvement (Kaizen) and technical excellence within Value Streams.
• Apply a holistic view, seeing the organization as a system of interacting components rather than isolated silos.
• Provide high-level executive reporting on flow velocity, throughput, and transformation progress.
• Prepare and present executive-level dashboards tracking "Transformation Velocity," financial health, and program risks.
• Translate complex technical metrics (e.g., DORA metrics, Cloud utilization) and technical hurdles into clear business value impacts for non-technical stakeholders.
• Comfortably present modernization roadmaps and status reports to agency leadership.
• Monitor and report on the progress of technology modernization initiatives, focusing on AWS cloud adoption and system re-architecture.
Education: Master’s degree from an accredited college or university in a related field such as Information Technology, Computer Science, or Business Administration. Prior experience supporting Maryland Benefits is also beneficial.
General Experience: 7-10 years of experience with a strong working knowledge of the SAFe methodology.
• Strong working knowledge is required. Certifications such as SAFe Advanced Scrum Master (SASM) or SAFe Agilist (SA) are strongly preferred.
• Fundamental understanding of AWS services (e.g., EC2, Lambda, RDS) to effectively engage in technical conversations with engineering teams.
• Proficiency with tools such as Jira, Service Now, Rally, or Version One.
• Demonstrated history of working on Technology Modernization projects, specifically involving AWS Cloud infrastructure.
• Experience in Federal/State Health and Human Services (HHS) environments (e.g., Medicaid, Child Welfare, Integrated Eligibility).
