Business Analyst

Seeking an experienced Business Analyst to support the modernization of an examiner workflow application replacing a legacy system with an AWS GovCloud-based solution. The Business Analyst will partner with the Product Owner, development team, and business stakeholders to elicit and manage requirements, refine user stories, define acceptance criteria, and ensure alignment on business outcomes within an Agile delivery environment.

Position Responsibilities

·        Elicit, analyze, document, and manage business and system requirements for web-based and data-driven applications.

·        Create, refine, prioritize, and maintain user stories with clear acceptance criteria.

·        Partner with Product Owners, developers, and business stakeholders to establish shared understanding of requirements and desired outcomes.

·        Facilitate backlog refinement, Agile ceremonies, release planning, and PI Planning activities.

·        Support estimation, prioritization, release management, and continuous improvement initiatives.

·        Translate complex business needs into clear, actionable requirements for technical teams.

·        Support development, implementation, maintenance, and enhancement of AWS GovCloud applications.

·        Ensure requirements are validated, traceable, and aligned with business and technical objectives.

Position Qualifications

·        Bachelor’s degree in Business, Information Systems, Computer Science, or related technical discipline.

·        10+ years of experience leading projects, business initiatives, or requirements-driven technology efforts.

·        2+ years of IT portfolio and customer relationship management experience.

·        Experience supporting AWS GovCloud UI/application development projects.

·        Strong hands-on experience with requirements elicitation, analysis, documentation, validation, and management.

·        Strong knowledge of Agile methodologies, including Scrum, Kanban, and SAFe.

·        Experience developing user stories, acceptance criteria, prioritization, and estimation.

·        Experience facilitating backlog refinement, release management, and PI Planning.

·        Strong written, verbal, analytical, and stakeholder-management skills.

·        Preferred/Required Certification: PMP, PMI-ACP, PMI-PBA, SAFe certification, or CSM.
