Summary

SCADA/GMS Engineer

Palm Beach, FL / Houston, TX (remote also)

Job Description:

The SCADA/GMS Engineer engineers, configures, integrates, tests, deploys, troubleshoots, and supports the lifecycle of Supervisory Control and Data Acquisition (SCADA) and Generation Management System (GMS) solutions for renewable generation, battery storage, and substation assets. The role has a strong hands-on focus on database engineering, including asset hierarchies, equipment templates, control-zone structures, telemetry points, communications, calculations, operator displays, alarms, and external interfaces in Network Manager and related platforms. Working closely with control-room personnel, engineering, site teams, infrastructure, cybersecurity, compliance, market-facing teams, vendors, and system integrators, the engineer translates operational requirements into reliable system configurations, validates solutions before go-live, supports commissioning and production operations, resolves system and data-interface issues, and maintains secure, standardized, and auditable configurations throughout the asset lifecycle.

Key Responsibilities:

  • Site onboarding and system setup: Perform end-to-end database modelling for new renewable generation, battery storage, and substation sites, including asset hierarchies, equipment templates, control-zone structures, and required Network Manager configuration; validate completeness and readiness before go-live.
  • Database and communications configuration: Configure real-time calculations, process-control units, communications lines, remote terminal units, logical units, polling parameters, scan rates, addressing, time synchronization, and protocols including DNP3, Modbus, IEC 61850, and ICCP/TASE.2.
  • Display and tabular configuration: Build and maintain HMI screens, one-line diagrams, geographic overviews, tabular views, and asset-level displays that meet operator usability and visualization standards; refine displays with control-room users.
  • Telemetry integration: Add, map, and validate telemetry points for existing ICCP and other external interfaces; configure Aunits, load configurations, calculated points, and related data exchanges.
  • Integration testing: Develop and execute field and laboratory integration test plans covering point mapping, controls, calculations, communications, failover, data quality, scaling, timestamps, alarms, and end-to-end interface behavior.
  • Interface enablement and production operations: Enable and validate points for ICCP, historian feeds, reporting pipelines, and downstream consumers; ensure points are correctly named, tagged, scaled, quality coded, and aligned with applicable ISO/RTO telemetry requirements.
  • Alarm management and limit configuration: Configure thresholds, deadbands, limit sets, alarm priorities, and suppression logic; support alarm rationalization with control-room and plant stakeholders and perform periodic alarm database audits.
  • Asset and point lifecycle management: Manage SCADA/GMS database points from initial design and creation through modification, validation, operation, and decommissioning while maintaining fleetwide consistency in naming conventions, units of measure, scaling, and quality rules.
  • Troubleshooting and operational support: Diagnose and resolve database, telemetry, communications, display, alarm, calculation, and interface issues; support incident response, root-cause analysis, corrective actions, and post-change validation.
  • Change and configuration management: Plan, peer review, test, document, and implement database changes in accordance with production change controls; maintain baselines, backups, rollback plans, and evidence of successful validation.
  • Compliance and cybersecurity: Apply access controls, segregation of duties, change management, audit trails, backup and recovery, and other applicable NERC CIP, corporate, and contractual requirements to all modeling and configuration activities.
  • Documentation and standards: Maintain point lists, database design records, interface mappings, test scripts, test evidence, operating procedures, troubleshooting guides, configuration standards, and as-built documentation.
  • Cross-functional coordination: Work with control-room personnel, plant controls, engineering and construction, site teams, infrastructure, cybersecurity, market-facing teams, vendors, and system integrators to clarify requirements, resolve defects, and achieve operational acceptance.
  • Quality and continuous improvement: Conduct peer reviews and database audits, identify recurring defects and automation opportunities, and improve modelling templates, validation tools, testing practices, and fleet standards.

Required Qualifications:

  • Bachelor’s degree in electrical engineering, Computer Engineering, Controls Engineering, Computer Science, Information Systems, or a closely related technical discipline, or equivalent relevant experience.
  • Minimum of 5 years of progressive experience configuring, testing, or supporting SCADA, GMS, EMS.
  • Hands-on experience with SCADA/GMS database modelling, including point creation, asset hierarchies, equipment templates, communications, calculations, alarms, displays, and database promotion through controlled environments.
  • Experience configuring or supporting Hitachi Energy Network Manager or a comparable utility control-centre platform.
  • Working knowledge of DNP3, ICCP/TASE.2, IEC 61850, Modbus, and related telemetry concepts, including addressing, polling, scan rates, data quality, timestamps, scaling, latency, and failover.
  • Experience developing and executing integration and regression test plans in laboratory and field environments, documenting results, managing defects, and verifying operational acceptance.
  • Experience creating or maintaining HMI displays, one-line diagrams, tabular displays, alarms, thresholds, deadbands, calculated points, historian feeds, and external telemetry interfaces.
  • Experience troubleshooting database, communication, telemetry, display, alarm, calculation, and interface issues and supporting root-cause analysis and corrective actions.
  • Experience applying naming standards, units-of-measure conventions, quality coding, configuration control, access controls, change management, backups, rollback procedures, and audit documentation.
  • Ability to interpret control narratives, point lists, communications drawings, one-line diagrams, interface requirements, and vendor technical documentation.
  • Strong attention to detail and the ability to manage multiple site configurations, coordinate across technical and operational teams, and communicate defects, risks, status, and recommendations clearly.
  • Ability to participate in escalation support and travel to project sites, control centers, vendor facilities, and commissioning locations as required.

Preferred Qualifications:

  • Advanced experience with Hitachi Energy Network Manager database, display, alarm, communications, and testing toolsets.
  • Experience supporting renewable generation, battery energy storage, conventional generation, substations, remote operations centers, or ISO/RTO-facing telemetry environments.
  • Experience configuring Aresources, ICCP exchanges, real-time calculations, enterprise historians, reporting interfaces, substation gateways, plant controllers, or remote terminal units.
  • Knowledge of alarm-management principles, operator-display practices, telemetry data governance, and fleetwide point-naming and modeling standards.
  • Working knowledge of applicable NERC reliability and Critical Infrastructure Protection standards, ISO/RTO telemetry requirements, NIST guidance, IEC 62443, and relevant IEEE or utility standards.
  • Experience with scripting, automated data validation, bulk database loading, test automation, or configuration-quality reporting.

Core Competencies:

  • Configuration accuracy: Applies disciplined attention to detail, follows modelling standards, and verifies point attributes, calculations, communications, displays, alarms, and interfaces before release.
  • Ownership and accountability: Takes end-to-end responsibility for assigned site databases and changes, tracks defects and dependencies, and follows work through validated operational acceptance.
  • Testing discipline: Uses structured test cases, traceable evidence, peer review, defect management, and regression testing to reduce production risk.
  • Troubleshooting: Methodically isolates data, protocol, configuration, display, alarm, calculation, and interface issues and implements sustainable corrections.
  • Operational awareness: Understands how database configuration affects control-room usability, plant operation, market telemetry, historian data, reporting, reliability, and compliance.
  • Communication and collaboration: Clarifies requirements, documents decisions, provides concise status and risk updates, and works effectively across operations, engineering, site, technology, compliance, and vendor teams.
  • Standards and compliance: Consistently applies approved naming, scaling, quality, alarm, cybersecurity, change-control, and documentation requirements.
Continuous improvement: Uses defects, audit findings, operating feedback, and recurring work to improve templates, automation, validation methods, and fleetwide database quality
