Position: Scrum Master
Duration: 10 months with options to extend
Location: Saint Paul, MN (Candidate will work primarily remote, with occasional on-site in St. Paul, MN as needed.)
MNIT DHS/DCYF is seeking a Scrum Master. Per the work order, the candidate must meet the following qualifications:
- Two (2) years of Scrum Master or Agile Coach experience.
- One (1) year of experience using remote collaboration tools such as: Microsoft Teams, Skype, SharePoint, etc.
- Agile Certifications, such as: PSM, ACSM, CSP-SM, DASM, or DAC.
- Experience with various Agile methodologies, must have Scrum experience (sprints, backlog refinement, daily standups, scorecard reporting).
- Experience with all aspects of the Project Management Office (PMO) lifecycle, Software Development Life Cycle (SDLC), Product Management Lifecycle (PML).
- Experience with FileNet, DataCap, and EDMS platforms.
- Application, server and database migrations for EDMS to Cloud Environments.
- Knowledge and familiarity with moving from a virtual server environment to a Cloud containerized environments.
- Proven ability to provide clear and consistent communications to non-technical business partners.
- Planview (portfolio management), Microsoft Teams, SharePoint, Microsoft Excel, O365, and CLM tool (Contract Lifecycle Management) for contract workflows.
- Must have Project Management experience.
- Should have skills in both waterfall and iterative development.
- Strong organizational and communication skills.
- Ability to effectively facilitate, lead, and communicate across the organization (IT and business) and within teams.
- Some positions may need to be local. There may be times where being in the Minnesota office is required.

The Minnesota Department of Human Services (DHS) and Department of Children, Youth, and Families (DCYF) is seeking vendors to provide Scrum Master resources to assist agency in projects related to support MNIT DHS’s Enterprise Document Management System (EDMS) initiatives and related cloud migration activities.
The Scrum Master role will focus on projects involving:
- FileNet platform enhancements and integrations.
- Enterprise Document Management System (EDMS) solutions, including DataCap.
- Cloud migration activities specific to FileNet, including moving associated applications, databases, and servers to Microsoft Azure; including moves from virtual to containerized environments.
- Coordination of iterative development efforts and collaboration with Scrum teams.
This individual should have experience facilitating work across diverse stakeholders, managing dependencies, and ensuring clear, concise reporting for leadership. Familiarity with Agile methodologies, Scrum ceremonies, and iterative delivery is essential.

Some of the responsibilities involve:
- Provide servant leadership, coaching, and support for product team members.
- Partner with product manager/owner in establishing product roadmap and sprint schedules.
- Provide key primary metrics to guide and enhance team efficiency.
- Form interference shield for team to ensure proper focus on delivering value.
- Provide day-to-day support of core product development activities (planning, estimations, backlog grooming, execution, daily scrums, sprint review and retrospective).
- Be change agent for Agile practices.
- Provide knowledge transfer.
