Role Overview

The Senior Business Analyst will support complex technology and mainframe transformation initiatives for the Railroad Commission of Texas, with a focus on requirements analysis, legacy-system analysis, business-process improvement, technical documentation, data migration, data modeling, UAT, and production support.

Mandatory Requirements

Candidates must have:

10+ years of Business Analysis experience on software development projects
3+ years of recent RBDMS (Risk Based Data Management System) / Oil & Gas regulatory experience
Strong hands-on experience with requirements elicitation, traceability, use cases, prototyping, and data modeling
Mainframe/COBOL experience
Strong SQL experience
Data migration experience
Production support / root-cause analysis experience
Experience with business and functional requirements, technical specifications, design documentation, and process modeling
Experience facilitating sessions with business and cross-functional teams
Experience supporting UAT, training, implementation, and production activities
Strong technical writing, communication, analytical, and presentation skills

Preferred Skills

Azure DevOps
Visio / SnagIt / Adobe Illustrator / Axure
Data Warehouse / Data Lake
SSIS / ETL
Snowflake
Process improvement methodologies
Oil & Gas compliance/enforcement projects
Bachelor's degree in Computer Science, Business Administration, or related field
CCBA / CBAP or similar certification
