Job Description 
The Georgia Department of Early Care and Learning (DECAL) is seeking a Senior Full-Stack .NET Modernization Developer to support the modernization of a mission-critical licensing and eligibility platform.The application modernization initiative involves transitioning legacy ASP.NET applications to modern .NET 8+, RESTful APIs, Azure cloud services, SQL Server, and a React-based user interface.

Key Responsibilities

Application Modernization

• Lead modernization of legacy ASP.NET applications to modern .NET and Azure-based architectures.
• Design and implement scalable, secure, maintainable application solutions.
• Build and enhance API-first integrations and RESTful services.
• Develop cloud-native solutions using Azure App Services, Azure Functions, and related Azure technologies.
• Own SQL Server data architecture, performance tuning, data migration, and platform modernization.
• Implement and maintain CI/CD pipelines using Azure DevOps.
• Participate in code reviews, architecture reviews, automation, documentation, and engineering best practices.

Front-End & Integration

• Build and maintain React-based UI components within existing applications.
• Apply knowledge of client-side rendering (CSR), server-side rendering (SSR), component-based architectures, and modern frontend frameworks.
• Integrate third-party services and internal APIs and maintain clear integration documentation.
• Develop and maintain reports using SSRS and Power BI.
• Participate in AI integration initiatives, including Azure Agentic AI services, Copilot tooling, and chatbot integrations where applicable.

Quality, Documentation & Support

• Develop clean, maintainable, and production-ready code.
• Provide production support and independently perform root-cause analysis.
• Maintain application documentation, deployment runbooks, and user-facing guides.
• Participate in Agile sprint ceremonies and technical reviews.
• Work independently and take ownership of assigned solutions and outcomes.

Required Qualifications

• 8+ years of professional .NET development experience.
• Strong experience with C#, ASP.NET MVC, and Web API.
• Hands-on experience migrating legacy ASP.NET applications to .NET 6/7/8/10.
• Strong production experience with SQL Server, stored procedures, T-SQL tuning, schema migrations, and data cleanup.
• Hands-on experience with Azure App Services, Azure Functions, deployment pipelines, and configuration management.
• 5+ years of software development experience in Agile environments such as Scrum or Kanban.
• Experience using Azure DevOps or GitHub.
• Hands-on experience designing and maintaining RESTful APIs.
• Ability to independently troubleshoot and resolve production issues.

Additional Required/Desired Skills

• 3+ years of React experience, specifically building components within an existing application.
• 3+ years of Power BI or SSRS reporting development.
• 3+ years of experience with government, healthcare, or public-sector systems.
• 3+ years of familiarity with ADA/WCAG 2.1 AA accessibility standards.
• 3+ years of exposure to Azure Agentic AI services or AI-driven features in production applications.
• 3+ years of experience with middleware platforms such as Boomi or MuleSoft.
• Exposure to .NET 10.
• Experience working with PII data and related security protocols.
• Experience with compliance, auditability, and data-sensitive applications.

Preferred Qualifications

• Experience building React components within established enterprise applications.
• Experience with Power BI and SSRS.
• Government, healthcare, or public-sector application experience.
• Knowledge of ADA/WCAG 2.1 AA accessibility standards.
• Experience integrating AI capabilities into production applications.
• Experience with Boomi or MuleSoft.
• Experience working with sensitive/PII data.
• Strong understanding of enterprise application architecture and cloud modernization.

Education

• Bachelor's degree in Computer Science, Information Technology, or a related field, or equivalent professional experience demonstrating comparable technical expertise.
