Project Manager Consultant

Location: South Carolina
Work Mode: Hybrid Onsite presence approximately once per month to once per quarter, based on project needs

Job Summary

The consultant will provide project management and governance leadership, oversee the project portfolio, support the implementation of a new Project Management System, develop Power BI dashboards, provide user training, and work closely with multiple stakeholders to ensure successful project delivery.

This role will also support the transition from the existing PWA system and help improve project visibility, governance, organizational change management, and overall project management maturity across the agency.

Key Responsibilities

• Lead and oversee large-scale technology and business projects from planning through delivery.
• Provide enterprise-level project management and governance support.
• Support the implementation and rollout of a new Project Management System.
• Manage project portfolios and provide visibility into project status, risks, milestones, and resources.
• Create and maintain Power BI dashboards for project and portfolio reporting.
• Establish and maintain project management standards, processes, and best practices.
• Facilitate communication and collaboration among business, technical, and executive stakeholders.
• Provide user training and ongoing support for project management systems and processes.
• Lead organizational change management activities related to new systems and processes.
• Support strategic initiatives aligned with SC DPH objectives.
• Monitor project schedules, resources, risks, issues, dependencies, and deliverables.
• Prepare project status reports and presentations for leadership.
• Help improve project management maturity and governance across the organization.
• Support the decommissioning of the existing PWA environment and transition to the new project management solution.

Required Qualifications

• 15+ years of experience in Project Management.
• 10+ years of experience managing State or Federal IT projects.
• 10+ years of experience implementing Project Management Systems.
• 8+ years of experience creating and managing Power BI dashboards.
• 10+ years of experience in Change Management.
• Strong experience working with multiple stakeholders and maintaining clear, consistent communication.
• Experience managing large-scale enterprise technology and business initiatives.
• Strong knowledge of project governance, portfolio management, and project management best practices.

Preferred Qualifications

• Experience with Public Health software implementations.
• Experience working with government agencies or public-sector organizations.
• Experience supporting enterprise-wide system implementations and organizational change initiatives.

Education

• Bachelor s Degree in Information Technology, Business Administration, or a related field.

Certifications

Required:

• PMP or CSM

Preferred:

• CompTIA A+
