The position supports the planning, implementation, modernization, and continuous improvement of business processes, information systems, data capabilities, and digital services.

The position leads initiatives throughout the full delivery life cycle, including discovery, selection, initiation, planning, execution, product development, testing, deployment, adoption, stabilization, transition to operations, evaluation, and closure. Responsibilities include establishing appropriate governance structures; defining scope, objectives, deliverables, schedules, budgets, resource requirements, and success measures; and ensuring that work is completed in accordance with applicable quality, privacy, security, confidentiality, accessibility, regulatory, and operational requirements.

This position coordinates business, program, product, technical, data, privacy, security, vendor, and executive stakeholders. The incumbent facilitates collaboration across bureaus, offices, programs, departmental information technology teams, contractors, and external partners to identify business needs, resolve complex issues, manage competing priorities, and support timely and informed decision-making. Superior interpersonal skills and the ability to communicate complex information clearly to technical and nontechnical audiences are essential.

The position develops and maintains project plans, program plans, product roadmaps, implementation strategies, annual action plans, schedules, resource plans, risk and issue registers, decision logs, dependency maps, status reports, performance measures, and other delivery documentation. The incumbent identifies and manages risks, issues, assumptions, constraints, dependencies, and critical pathways across initiatives with shared or overlapping functions.

The position applies knowledge of systems, data, business processes, and program operations to develop and implement solutions that improve efficiency, streamline data collection and reporting, strengthen decision-making, enhance service delivery, and improve program outcomes. The incumbent consults with managers and leadership on complex operational, technical, data-related, and delivery matters and translates organizational priorities into actionable plans.

Responsibilities also include leading organizational readiness and implementation activities, such as business-process analysis, requirements management, user acceptance testing, data migration, training, communications, change management, deployment planning, production readiness, post-implementation support, benefits realization, and transition to ongoing operations.

Additional responsibilities include:

  • Managing the complete project and product delivery life cycle, from evaluation and initiation through implementation, operational transition, and closure.
  • Establishing and maintaining governance, delivery controls, escalation pathways, decision-making processes, and performance measures.
  • Developing estimates and tracking scope, schedules, budgets, resources, deliverables, risks, dependencies, quality, and outcomes.
  • Preparing and presenting clear status reports, recommendations, decision materials, implementation plans, and executive-level communications.
  • Identifying opportunities to improve organizational processes, systems, data practices, reporting capabilities, and service delivery.
  • Developing, implementing, evaluating, and continuously improving standards, policies, procedures, templates, tools, and practices.
  • Coordinating internal staff, vendors, contractors, and external partners to ensure accountability and alignment with organizational objectives.
  • Training, coaching, and mentoring staff to strengthen project management, product management, data management, business analysis, change management, and delivery capabilities.
  • Supporting the safe, confidential, effective, and strategic collection and use of public health information.

The incumbent is expected to work independently, exercise sound judgment, and provide leadership on complex and evolving issues. The position requires the ability to manage multiple assignments and deadlines, respond effectively to changing priorities, shift attention across competing needs, identify when matters require escalation, and maintain progress in a dynamic, cross-functional environment.
