This role is for a Project Manager who knows how to operate confidently inside large, highly visible modernization efforts and keep things moving when the stakes are high.
You’ll be leading a major enterprise modernization initiative, balancing business goals, technical execution, and the realities of state oversight. You understand how projects are governed in a public-sector environment and how to translate complex technical work into clear, executive-level communication. You’re comfortable presenting to leadership, escalating risks when needed, and keeping teams aligned even when priorities shift.
Day to day, you’ll own the rhythm of the project. That includes keeping schedules, scope, and budgets on track, producing clear project artifacts, and making sure progress is visible and measurable. You’ll serve as the connective point between stakeholders and delivery teams, ensuring expectations are aligned and obstacles are addressed early rather than after they become problems.
This role requires someone who understands the PMI framework, the Texas Project Delivery Framework, and QAT reporting expectations, but more importantly, someone who knows how to apply those frameworks in a practical, effective way. You’ll need to be comfortable navigating modernization work that touches both legacy systems and future-state solutions.
Some phases may require on-call availability, especially during critical milestones or go-live windows.
What success looks like
Projects move forward with clarity instead of confusion. Leadership gets timely, honest updates. Risks are documented, communicated, and resolved. Teams know what’s expected and when. Oversight bodies get what they need without last-minute scrambles.
Must-haves
• 10 years of project management experience leading large-scale enterprise implementations
• 8 years of State of Texas or comparable federal or state project management experience
• 8 years leading modernization initiatives involving legacy systems
• Strong experience managing scope, schedule, budget, risks, and dependencies
• Ability to communicate complex technical and business concepts clearly to leadership and oversight groups
• Experience producing project artifacts aligned with Texas Project Delivery Framework standards
Nice to have
• Direct experience with the Texas Project Delivery Framework
• Exposure to low-code or no-code platforms
• Experience with Texas statewide systems
• Familiarity with the State of Texas QAT process for Major Information Resource Projects
