Overview
Senior IT Systems Engineer
Location: Washington Navy Yard, Washington D.C.
Position Overview
The Senior IT Systems Engineer will provide advanced systems engineering support to the Naval Sea Systems Command Safety and Regulatory Compliance Directorate (NAVSEA 09), specifically within the Navy Modernization Planning and Sustainability Department (NAVSEA 09P). This role is integral to the sustainment and enhancement of the Navy Data Environment (NDE) and the execution of ship modernization initiatives.
Key Responsibilities
Lead systems engineering efforts for the development, integration, and sustainment of complex IT systems supporting Navy modernization.
Design and maintain integrated software, hardware, and web application solutions using Agile and DevOps/DevSecOps methodologies.
Develop System Security Engineering Plans (SEP), System Security Plans, technical artifacts, and integrated fielding schedules.
Support Systems Security Engineering (SSE) activities in accordance with DoD acquisition guidelines.
Apply NIST SP 800-37 Risk Management Framework to ensure cybersecurity compliance.
Manage system performance assessments, risk analysis, and root cause investigations to improve NDE functionality.
Collaborate with stakeholders to gather and document functional requirements and lessons learned.
Participate in technical reviews, Integrated Product Teams (IPTs), and Configuration Control Boards (CCBs).
Support the development of software architecture documents, system specifications, and technical documentation.
Provide Help Desk support and resolve technical issues related to NDE modules and applications.
Responsibilities
Required Qualifications
Bachelor's degree in Systems Engineering, Computer Science, or Computer Engineering.
Cybersecurity certification (e.g., CISSP, CASP+, CompTIA Advanced Security Practitioner).
Minimum of 15 years of experience in Systems Engineering.
Experience in developing SEP and System Security Plans.
Experience supporting SSE activities per DoD acquisition guidelines.
Experience designing and maintaining integrated IT solutions using Agile and DevOps/DevSecOps.
Milestone management aligned with Earned Value Management (EVM) requirements.
Applied knowledge of NIST SP 800-37.
Able to obtain and maintain the security clearance required for the position.
Preferred Qualifications
Master's degree in Systems Engineering or Cybersecurity.
PMI Agile Certified Practitioner (PMI-ACP).
Certified Information Systems Security Professional (CISSP).
15+ years of experience in DoD/Navy Systems Engineering.
Familiarity with DoD/DoN Procedures and Policies (DoD 5000 process).
