Short Description

The South Carolina Department of Health and Human Services (SCDHHS) is seeking an experienced Quality Assurance Analyst to support Medicaid Systems initiatives by designing, executing, and managing software testing activities. The ideal candidate will have strong experience in test planning, IBM Cúram testing, healthcare systems, and SDLC methodologies while ensuring the delivery of high-quality software solutions.


Job Description

The Quality Assurance Analyst will be responsible for performing comprehensive testing of technical solutions to identify defects, validate system functionality, and ensure software quality. The consultant will collaborate closely with business analysts, developers, and project stakeholders to create test strategies, execute test cases, report defects, and support software deployments.

The ideal candidate should possess experience with IBM Cúram, healthcare or Medicaid systems, and both Agile and Waterfall development methodologies.


Key Responsibilities

  • Develop comprehensive test plans, test cases, and test scenarios based on business requirements.
  • Translate business requirements and policy documentation into effective testing strategies.
  • Execute functional, regression, usability, integration, and negative testing.
  • Perform testing of IBM Cúram applications and Medicaid system enhancements.
  • Analyze test results, identify defects, and coordinate issue resolution with development teams.
  • Prepare and publish QA status reports detailing open issues, risks, and testing progress.
  • Design and support automated testing activities where applicable.
  • Maintain defect tracking databases and QA documentation.
  • Participate in reviews, walkthroughs, and inspections while ensuring compliance with QA governance standards.
  • Collaborate with developers, business analysts, and project managers to improve software quality.
  • Recommend process improvements that enhance application reliability and performance.

Required Qualifications

  • Bachelor's Degree in Technical, Business, or related field (4+ years of relevant experience may substitute for education)
  • 3+ years translating business requirements or policy documentation into test cases and scenarios
  • 3+ years developing test cases and executing testing within test environments
  • 2+ years testing IBM Cúram software
  • Experience communicating QA status, defects, and testing progress to development teams
  • Strong analytical, documentation, and problem-solving skills
  • Excellent written and verbal communication skills

Preferred Qualifications

  • 5+ years of experience supporting large enterprise or e-business applications
  • Strong understanding of Healthcare or Medicaid business processes
  • Experience with Atlassian tools including JIRA and Confluence
  • Experience working in both Agile and Waterfall (SDLC) environments
  • Technical and/or Project Management certifications are desirable
