Synopsis of Lone Star College System– PeopleSoft Landing Page Modernization
The Lone Star College System is seeking qualified vendors to redesign, configure, and deploy a modernized user experience for its PeopleSoft “iStar” landing pages across multiple enterprise environments.
Overall Summary
A strategic UX modernization initiative by Lone Star College System to enhance the usability and maintainability of its PeopleSoft ecosystem using PeopleTools 8.62. The selected vendor will need strong expertise in PeopleSoft Fluid UI, UX design, enterprise deployment, training, and project governance, along with the ability to comply with extensive Texas public-sector procurement and cybersecurity requirements.
Project Objective
The project focuses on improving the visual design, navigation efficiency, branding consistency, usability, and maintainability of the institution’s PeopleSoft environments using new capabilities available in PeopleTools 8.62.
The modernization effort covers the following systems:
- Integration Hub – PUM 21
- Campus Solutions – PUM 37
- Human Resources – PUM 54
- Financials – PUM 55
- Enterprise Learning Management (ELM) – PUM 25
Scope of Work
The selected vendor will be responsible for the following major activities:
1. Discovery & Requirements Gathering
- Conduct stakeholder workshops with functional, technical, and UX teams
- Review existing landing pages, navigation structures, branding, and pain points
- Identify opportunities to leverage PeopleTools 8.62 features such as:
- Fluid UI enhancements
- Branding/theme configurations
- Enhanced navigation collections
- Homepage and tile management
2. Design & Prototyping
- Develop 3–5 distinct UX/UI design concepts
- Create mockups and interactive prototypes
- Facilitate stakeholder review sessions
- Finalize approved design specifications
3. Configuration & Deployment
- Implement approved designs across all PeopleSoft environments
- Configure branding, themes, navigation collections, tiles, and homepage structures
- Ensure compatibility with existing customizations and security roles
- Support unit testing and User Acceptance Testing (UAT)
- Assist with production migration and provide one week of post-production support
4. Knowledge Transfer & Training
Provide hands-on training and documentation covering:
- Landing page maintenance
- Theme and branding updates
- Tile and homepage management
- Use of PeopleTools 8.62 capabilities for future UX improvements
5. Project Management
The vendor must:
- Assign a dedicated project manager
- Provide a detailed project plan and milestone schedule
- Conduct weekly status meetings and reporting
- Manage risks, issues, and change requests

Expected deliverables include:
- Discovery & Requirements Document
- Design Options Package
- Final Design Specification
- Configured Landing Pages
- Technical Documentation
- Deployment Guide
- Training Materials
- Project Plans and Status Reports
Acceptance Criteria
Deliverables will be accepted when:
- All landing pages are fully deployed and functional
- Branding, accessibility, and usability standards are met
- Documentation and training are completed
- UAT defects are resolved or formally deferred
Vendor Requirements
Vendors must provide:
- Company profile and relevant experience
- Project methodology and timeline
- At least two examples of PeopleTools 8.62 UX projects
- Resumes of proposed resources
- Only U.S.-based consultants will be considered
The project is expected to:
- Start in June 2026
- Complete by October 2026
- Be delivered in hybrid or remote format from Houston, Texas
Evaluation Criteria
Proposals will be evaluated on:
- Pricing (35%)
- Ability to meet system needs (25%)
- Reputation and quality of services (30% combined)
- Long-term cost value
- Prior relationship with Lone Star College System
